Towerhill Road upgrade and Shared User Path

Construction: August 2026 – February 2027

Council is delivering two important infrastructure projects on Towerhill Road at the same time, improving safety, accessibility, and connections for everyone who uses this busy corridor.

What’s happening?

From August 2026 to February/March 2027, works will be underway to deliver:

  • A new shared user path (SUP) to support safer walking and cycling
  • Road rehabilitation works to improve the condition and safety of Towerhill Road 

Delivering both projects together will minimise overall disruption while providing long term benefits for the community.

Shared User Path (SUP)

The shared user path will run along Towerhill Road from Frankston–Flinders Road to Tara Street, addressing a missing link in Frankston South’s path network. The works include construction of a 2.5m wide SUP and number of pedestrian crossings and traffic calming devices along Towerhill Road. The works also include necessary drainage works and road pavement works to match the new SUP designs.

  • A wider, safer path for people walking, riding, using prams and mobility aids
  • Separation from vehicle traffic, reducing conflicts between road users
  • Improved crossings and safety islands, making it easier to cross the road
  • Better connections to schools, community facilities, and sporting precincts
  • More opportunities for active and healthy travel

The SUP will significantly improve safety for the more than 2,000 students who travel daily to nearby schools, including Frankston High School and Overport Primary School, as well as families and residents.

Funding

$1.8 million funded jointly by the Victorian Government and Australian Government.

The Towerhill Road upgrade and Shared User Path is part funded by the Victorian Government through the Safe and Local Roads and Streets Program, which is providing $210M to improve the safety of local roads across Victoria. 

The Australian Government will also co-fund the project through the Active Transport Fund, which is providing $100m towards improving road safety outcomes for bicyclists and pedestrians to encourage the use of active transport across Australia. 

This project supports Council’s Integrated Transport Strategy, Bike Riding Strategy 2024–2039, Road Safety Strategy, and contributes to the goals of our Council and Wellbeing Plan 2025-2029.

Towerhill Road Renewal

In addition to the pavement works required for the SUP works, the balance of Towerhill Road will also be renewed.  Completing the work at the same time reduces both costs and disruption to the local community.

Funding

$845,000 funded by Frankston City Council

Construction impacts

During construction there will be temporary impacts for drivers, pedestrians, and cyclists.

  • The majority of the works are expected to be carried out outside of the school hours
  • Traffic conditions may change at different stages of the project
  • Some delays are expected — please allow extra travel time
  • Access to properties, schools and facilities will be maintained wherever possible

Full details, including detours and access arrangements, will be shared once the traffic management plan is finalised closer to construction.

Building safer, better-connected neighbourhoods

The Towerhill Road projects reflect Council’s strong advocacy for well-connected neighbourhoods and safer active travel.

Council continues to advocate to governments for investment in shared user paths. In the lead up to the 2026 Victorian State Election, Council has identified five priority SUP projects for co funding, including routes near schools, to help more people safely walk and ride to school, work, recreation, and local services.
