What is the difference between a policy, protocol, plan and strategy?

Policies, strategies, plans and protocols have different functions:

  • A Policy sets out the council’s rules and guiding principles.
  • A Strategy outlines the long-term direction and priorities to achieve desired outcomes.
  • A Plan turns that strategy into specific actions, timelines and responsibilities.
  • A Protocol provides detailed, step-by-step instructions to ensure tasks are carried out consistently and correctly.

Council’s services are delivered in accordance with a range of adopted policies, protocols, plans and strategies. These documents are developed and reviewed on an ongoing basis.
