Council and Wellbeing Plan
The Council and Wellbeing Plan 2025–2029, endorsed on 23 June 2025, is Frankston City Council’s strategic blueprint for the next four years. It sets out how Council will deliver services, invest in community priorities and work towards a healthier, more inclusive and sustainable city.
Developed in accordance with legislative requirements and shaped by input from over 1,300 community members and a representative Community Panel, the plan brings together the traditional Council Plan and the Municipal Public Health and Wellbeing Plan into one unified document.
At its core are three key Health and Wellbeing Priorities, which ensure that equity, inclusion and community wellbeing are embedded across all aspects of Council’s work.
The plan is guided by the Community Vision 2040 – a long-term aspiration created by the community, for the community – and translates that vision into four Strategic Outcomes. These outcomes align with the Vision Themes and provide a practical framework to guide Council action, supported by measurable objectives and indicators of success.
Delivered through annual budgets and action plans, the Council and Wellbeing Plan keeps Council focused on what matters most to our community – with a strong commitment to transparency, accountability and long-term impact.
