Australia's Most Accessible Beach Pilot

Overview

To ensure people of all abilities – particularly those with disabilities and our ageing population – can enjoy our coastline with ease and dignity, Frankston City Council is launching Australia’s Most Accessible Beach Pilot Program at Frankston Foreshore.  Council has engaged Accessible Beaches Australia to deliver the pilot with the support of Life Saving Victoria.

Visitors will be able to enjoy beach matting extending to the water’s edge, complimentary beach wheelchairs and walkers, a hoist to assist with wheelchair transfers, daybeds under the shade of Coolcabanas, as well as trained staff and volunteers ready to lend a hand.

Operating Days

Thursdays, Fridays and Saturdays 10:30am-2:30pm between Saturday 6 December 2025- Saturday 28 February 2026

Please note:

1) The pilot will not be in operation on:

a) Christmas Day, Thursday 25 December 2025

b) During the Frankston Waterfront Festival: Thursday 5, Friday 6 and Saturday 7 February 2026

2) For safety reasons, the program operator, Accessible Beaches Australia, reserve the right to cancel operations in cases of extreme weather or environmental conditions.  In this case, all participants with bookings will be notified of cancellation as soon as possible.

3) Outside of operating hours beach access equipment will be packed away.

How to participate

Participation is FREE!  To avoid disappointment, please book your spot. Bookings are 1 Coolcabana with 2 daybeds for 1hour 45minutes.  Booking slots open 2 weeks in advance.

Who is the Australia’s Most Accessible Beach Pilot Program for?

This pilot program is for anyone with any kind of disability or mobility challenge.  This includes people with experiencing injury, illness or ageing which is impacting their participation, as well as people with hidden disabilities.

The pilot aims to remove barriers to visiting and enjoying the beach for participants and their carers/support people.

You will find the pilot program on the right side of Frankston Pier.

How can I get there?

Parking

To cope with the additional visitors requiring accessible entry to the site:

  • 5-minute pick up and drop of zone.
  • In addition to the 5 existing accessible parking bays, there will be 5 additional overflow accessible parking bays on site.
  • Bus Parking Zone on Nepean Hwy

Note: Time limits and parking fees may apply as signed. Free time-limited parking for locals with Foreshore Parking Permits.

Public Transport.

We recommend you Plan Your Journey via Public Transport Victoria website (https://transport.vic.gov.au/) or app.

Frankston Station is 1132m away (approx.16 minutes for pedestrian)

The following Bus Routes service the area: 781, 784, 785 & 788.

Bike / Scooters

Bike racks available on site as well as e-bike charging points.

What do I need to bring?

What to bring

  • Swimwear - We recommend arriving with your swimwear on, so you can make the most of your booked time.
  • Towel(s)
  • Sun protection items including hat, sunglasses, sunscreen, and sun protective clothing,
  • Thongs or slides
  • A change of clothes
  • Water bottle
  • Food/Snacks and/or money/card to purchase them.

Consider bringing the following items if they apply to you:

  • 4-point sling for portable hoist
  • Transfer Board
  • Noise-cancelling headphones
  • Fidget toy
  • Cuddle toy/Comfort item
  • Swimming Googles
  • Swimming Cap
  • Waterproof pouch

What bathrooms facilities are available on site?

  • 3 Outdoor showers
  • 1X All Gender Left Side Transfer Accessible Bathroom with baby change
  • 1X All Gender Right Side Transfer Accessible Bathroom with baby change
  • Male and Female Ambulant Bathrooms
  • Urinal
  • External hand washing basins (2 different heights)
  • Accessible drinking water stations, some with pet bowls

There is no Changing Places Facility onsite. Whilst the benefits of a Changing Places facility in making the program even more accessible was identified during the planning phase of the program, it was not able to be delivered as a part of the initial pilot program. We will be gathering data and customer feedback during the pilot program to identify opportunities for improvement including to support the incorporation of a Changing Places in future programs. 

What if I need to cancel my bookings or have further questions about the program?

When you book a spot at the program you will receive a confirmation email.  This email will have a link to your booking where you can choose to reschedule or cancel your booking.

Why do I need to book? Why are there time limits?

Bookings ensure participants can arrive to our beach with confidence. We appreciate about how much planning and preparation goes into outing at the beach so we would hate for people to arrive only to be disappointed to find it has been booked out.

Time limits help ensure that many people can have the opportunity to enjoy our accessible beach staff and equipment during its operating hours.  

How was this pilot program developed?

The project was steered by an Advisory Committee made up of community members with disabilities, seniors, advocates, and disability service providers.
