The current contract with Clublinks ends in July 2026. Council’s decision to transition to a new operator is not a reflection on Clublinks’ performance – they have done an outstanding job and been a valued partner. However, as a for-profit entity, their operating model differs from Council’s long-term objectives.
Engaging Peninsula Leisure – a wholly Council-owned organisation established to operate sport, recreation and aquatic facilities with a strong focus on community benefit – allows greater community return and value.

As this relates to the licensing of Crown land, Council’s Procurement Policy does not apply. Council was not required to go through a competitive tender process and can licence the land for up to 21 years, subject to the land being used for public recreation.
This matter was considered in a closed Council meeting because it involved confidential financial and contractual arrangements. Under the Local Government Act, such information must remain confidential to protect Council’s and third parties’ commercial interests.
Now that the decision has been made, Council is able to communicate the outcome and reasons publicly, ensuring transparency while complying with legal and governance obligations.
The decision relates to the operational management of an existing facility, not a change to its purpose or community access. Programs, access and pricing will continue to align with Council standards.
The focus was on the most effective way to deliver high-quality services and maximise community benefit – an internal governance and financial matter, rather than a policy or service-level change requiring community consultation.
Peninsula Leisure Pty Ltd (PL) is wholly owned by Frankston City Council. It was established to provide professional sport, recreation and leisure management services and currently manages PARC, Pines Forest Aquatic Centre and Frankston Skate Park on behalf of Council. There is no conflict of interest.
Peninsula Leisure was established to manage complex recreation and leisure services to a high standard and deliver strong community outcomes. Peninsula Leisure staff and Board bring a broad range of expertise across sport and recreation – including prior management of golf facilities. Where required, specialist golfing consultants and industry experts may be engaged.
Uniquely, like at PARC, any net surplus generated through the facility will be reinvested directly back into the Frankston community, creating even greater health, wellbeing, and social value outcomes for Frankston.
As Peninsula Leisure operates multiple facilities across Frankston City, the community can also expect consistent standards and service quality.
Appointing PL enables Council to reinvest profits locally, adapt to emerging community needs and ensure appropriate oversight and accountability remains with Council.

Yes. Peninsula Leisure will continue to work closely with the Club and its members and facilitate the Club priorities.
There are no immediate plans to change pricing, however , Fees and charges are reviewed annually and recommended to Council for approval. This is in alignment with any course operator.

Council will continue to manage course maintenance, as it always has, to ensure high standards.
It is Council’s intention to deliver the adopted Master Plan, which includes a mini golf course. Implementation will be prioritised alongside other capital works at the site and across the municipality to ensure balanced investment.
