Langwarrin Community Centre and Early Years Project

The Langwarrin Community Centre and Early Years Project, now known as Langwarrin Place, has been completed—bringing together kindergarten, Maternal and Child Health (MCH), and community services in one modern, integrated facility.

Delivered in partnership between Frankston City Council and the Victorian Government, this $8.6 million project responds to the growing needs of the Langwarrin community and improves access to essential services close to home.

A modern community hub

Langwarrin Place has been thoughtfully designed to support children, families and the broader community, combining early years services with established community programs in one central location.

The completed facility includes:

  • A new three-room kindergarten providing up to 99 sessional places for three- and four-year-old children
  • Two Maternal and Child Health (MCH) consultation rooms
  • A renovated community centre, including occasional care
  • Upgraded outdoor play spaces designed for early learning and community use
  • Refurbished main hall, meeting and activity rooms
  • Multipurpose and staff spaces
  • Improved amenities and storage
  • A separate entrance for kindergarten and MCH services
  • Additional car parking for improved access

Supporting a growing community

The project has been shaped by more than 12 years of planning, site investigation and community engagement. It has been designed to meet increasing demand for kindergarten places in Langwarrin and to support the Victorian Government’s Kindergarten Reform agenda.

The new kindergarten significantly expands local early learning capacity, ensuring more families can access high-quality, local services.

Project delivery

The project was delivered in two stages:

  • Stage One was completed in mid-2025, with the Langwarrin Community Centre relocating to its newly refurbished building in July 2025
  • Stage Two was finalised in late 2025, delivering the new kindergarten and MCH facilities, ready for Term 1, 2026

Investing in early years across Frankston City

Langwarrin Place is funded through the Building Blocks Partnership Agreement, a joint initiative between the Victorian Government and Frankston City Council to deliver additional kindergarten places across the municipality.

This investment ensures local families have access to modern, high-quality early years, health and community services—supporting children’s development and strengthening the community for years to come.

Community centre operations

The community centre will remain operational from 9am to 4pm weekdays during construction period and programs and activities will be relocated to different spaces within the building and externally as required.

Users will be notified directly by Langwarrin Community Centre Inc of any location or program changes.   

Construction impacts

Construction work hours are 7am – 5pm Monday to Saturday. Most work will be undertaken during weekdays, but some Saturday work may be required to ensure the facility is ready to service families in early 2026. 

While every effort will be made to mininise impacts as much as possible, nearby residents and centre users will be temporarily impacted due to the nature of the works. 

On-site parking will be limited to centre staff and user and construction requirements (site offices, equipment, machinery, and construction staff parking). 

For your safety and to ensure construction activities and centre operations can proceed smoothly, the local school community is asked to avoid using the centre car park, including for school pick up and drop off.

Project Background

Site selection

A range of feasibility assessments were carried out to investigate this site’s suitability for the required early years services. The results of these were published in Council’s 31 July 2023 report. 

The site was deemed suitable based on the following:

  • Planning controls and requirements are minimal as Council is the existing building and landowner and the building works will be carried out by Council.
  • The location is not within a bushfire prone area.
  • There are several trees along the neighbouring fence line within the area of proposed works however, adequate set back/distance has been provided, including requirements for tree protection zones.
  • The location of the Community Centre is not listed as being in an area of cultural sensitivity and the majority of works remain within the existing building envelope.
  • A traffic and parking assessment was undertaken. There are 49 car spaces onsite, and the report recommendation is to increase the existing car spaces to 51 (including 2 accessible bays). The additional 2 car spaces required can be accommodated onsite and so this will meet the report recommendations. A survey of traffic volume was carried out and the report details a potential increase of 7 per cent. This indicates that the daily drop off and pick up routines for families and those travelling along Lang and Warrandyte Roads is expected to be a smooth and efficient process once the new facility is operational.

Council also carefully considered the community’s feedback during engagement on the Long Street Reserve (previously considered site) in its review of the suitability of this site.

The LCC site reflected the community’s preference for:  

  • The kindergarten to be co-located with other community services and existing infrastructure.
  • Minimising the loss of open space/biodiversity/wildlife/vegetation
  • Minimising impact on traffic and parking.
