Continued high-quality aged care support for Frankston City residents

AccessCare — City of Kingston’s long established aged care service — has been appointed by the Commonwealth Government to deliver selected Commonwealth Home Support Program (CHSP) services to Frankston City residents from 1 July 2026.
In 2025, Frankston City Council reviewed all community and aged care services in response to national reforms and community feedback. The review found that transitioning selected CHSP services to a new, external provider would best support a strong, sustainable and future ready service model.
The move to AccessCare will ensure residents who rely on personal care, domestic assistance, respite care, social support individual (escorted shopping) and home maintenance and modifications continue receiving consistent, reliable support.
AccessCare brings more than 30 years of experience delivering person-centred in-home care. Its model is already aligned with the national aged care reforms and supported by skilled staff, strong systems and access to the Support at Home program, which offers more flexible and higher levels of care as needs change.
These strengths will give Frankston City residents a clearer, more secure pathway for ongoing support through a local government provider. Both councils will work closely with AccessCare to make the transition smooth and well supported for clients and staff.
While AccessCare will take on selected CHSP services, Frankston City Council will continue to provide delivered meals (Meals on Wheels), group social support (outings program) and community transport beyond 1 July 2026. These core services remain part of Council’s long-term commitment to helping older residents stay safe, connected and independent.
Clients who need support now with understanding their options or deciding whether to move services to AccessCare can contact Frankston City Council’s Community Care Transition team. The team will help clients make informed choices and explore other providers, although transitioning to AccessCare is expected to be the simplest and most seamless way to continue services.
Frankston City Council will be introducing a new Community Care Navigation and Advocacy Service in April to help residents better understand the aged care reforms and assist with accessing the services they need into the future.
Both councils remain committed to ensuring older residents have continued access to high-quality care that supports them to stay safe, independent and connected in their homes and communities.
This announcement relates only to CHSP services. A separate announcement will be made once the provider for Home and Community Care Program for Younger People (HACC‑PYP) services has been confirmed.

Supporting clients and staff
Frankston City Council’s dedicated Community Care Transition team has been established to support clients through the change – which can be as simple as transferring their service to AccessCare.
