Frankston City Council’s commitment to innovation and waste circularity has been recognised nationally with success at the 2026 Waste Innovation and Recycling Awards.

Council claimed the Community Engagement Success of the Year award, recognising its successful rollout and community compliance with the new Kerbside Food Organic and Garden Organic bin service (FOGO) in Multi-Unit Developments, at an awards ceremony on Thursday 29 October.

The project was selected as a cut above their competitors across the country in what were hotly-contested awards, acknowledging and celebrating outstanding achievements within the sector.

Council’s City Circularity and Waste Team collaborated diligently with Customer Service, Financial Services and Insight teams to ensure the Frankston City community had a clear understanding of what was required from them as part of the new FOGO service.

They developed personalised waste charging models and undertook extensive engagement efforts to educate the public, leading to strong compliance from the community in analysed waste samples.

Food waste collected in red bins was reduced by 20% as residents adjusted to their new requirements, while in the Annual Community Satisfaction Survey, surveyed residents scored their satisfaction with kerbside waste collection services at 8.8 out of 10, outscoring fellow Metropolitan Melbourne municipalities.

It comes on the back of a successful September for Council, claiming both the Social Wellbeing award at the Victorian Tidy Towns and Cities Awards, and Frankston Arts Centre winning the Performing Arts Centre of the Year.

Frankston City Council Mayor Sue Baker congratulated the teams involved in securing this recognition.

“I’m thrilled to see collaboration across Council teams come to fruition in this manner,” Mayor Baker said.

“Change to ingrained habits, such as how we dispose of household waste, can be confronting and something difficult to embrace.

“Our staff identified a clear gap in knowledge in the community and worked diligently and proactively with residents to ensure a better understanding of what was required.

“This effort combined the skills required in problem-solving, communication and customer service, leading to a thoroughly deserving outcome for everyone involved.”

In addition to winning the Community Engagement Success award, Council was also selected as a finalist for the Operational Excellence Award for the ongoing professionalism and excellence at the Frankston Regional Recycling and Recovery Centre (FRRRC).

The nomination reflected a commitment to professional service and efforts undertaken to enhance the customer experience at the Skye facility to provide a safe, clean, friendly and easy to

use service.

More than 150,000 trips are made to the facility each year, with more than half of the items disposed processed as recyclable.
