Understanding Your Waste Service Charge

Your annual waste charge incorporates the kerbside bin services provided to your property in addition to other waste related services delivered by Council.

Every residential property receiving Council's kerbside 4-bin service is allocated a waste charge that reflects the types and sizes of the bins supplied to the property.

Standard Four-Bin Service 

Frankston City Council's standard residential waste service includes:

  • Red-lidded rubbish bin
  • Yellow-lidded mixed recycling bin
  • Green-lidded FOGO (Food organics and garden organics) bin
  • Purple-lidded glass recycling bin

Most residential properties will receive a standard four-bin service and be charged the applicable standard 4- bin waste charge.

Standard four bin pack charges

Pack A: $510.50 per year

Includes:

  • 80 litre general rubbish bin (red lid)
  • 240 litre mixed recycling bin (yellow lid)
  • 80 litre glass recycling bin (purple lid)
  • 240L Food Organics and Garden Organics bin (green lid)

Pack B: $457.40 per year

Note: Only available for multi-unit developments.

Additional Bins

Some properties may require additional bins due to household size, waste generation or property requirements.

Additional bins attract an annual charge and are added to the property's waste charge.

Additional charges may apply for:

  • Additional general rubbish bins
  • Additional mixed recycling bins
  • Additional food organics and garden organics (FOGO)bins
  • Additional glass bins

Additional Complete Bin Sets

A property may have an additional complete waste service set.

An additional waste service set consists of:

  • 1 x red-lidded rubbish bin
  • 1 x yellow-lidded recycling bin
  • 1 x green-lidded FOGO bin  

Where an additional complete waste service set is provided, an additional full waste charge will apply. Please refer to the 'Standard four bin pack charges' listed above for prices. 

Why Are Some Properties Charged Differently?

Waste charges vary depending on the type, size and number of bins allocated to a property.

For example:

  • A property receiving only the standard four-bin service will pay the standard charge.
  • A property with additional bins will incur additional charges.
  • A property with an additional complete waste service set will incur an additional set charge.

The total waste charge shown on your rates notice reflects the type, size and number of bins allocated to your property.

Multi-Unit Developments

Waste service arrangements for apartments, unit complexes and retirement villages may differ from standard residential properties.

These properties often require customised waste solutions based on available collection space, access requirements and waste  and recycling volumes.

Waste charges for these properties are based on the approved service configuration for each individual development.

Frequently Asked Questions

How do I know which bins are linked to my property?

  • You can view your waste charge details on your annual Rates notice or contact the City Circularity & Waste Team for assistance.
  • Tip - Not sure what size red lidded bin you have? Check your rates notice or look at the serial number on the bin: • S = 80L • B = 120L Some newer bins have the size printed directly on the body of the bin.

If I have additional bins, will I be charged?

  • Yes. Additional bins and additional waste service sets attract an annual charge.

What is an additional waste service set?

  • Where a property is provided with an additional set of bins (one red-lidded rubbish bin, one yellow-lidded recycling bin and one green-lidded FOGO bin), the property will be charged for the additional bins as a set of bins. 

Can I request additional bins?

  • Yes. Property owners and authorised property managers can apply for additional waste services, subject to eligibility and applicable charges. 

How are waste charges added?

  • Waste service charges are included on your rates notice and will be adjusted on a pro rata basis if waste services are added or changed during the ratings (financial) year. 

What are the waste service charges for commercial properties?

We encourage ratepayers to ensure the waste charge correctly aligns with the bins allocated to the property.
