Frankston City Council adopts a bold new plan for the future

Frankston City Council has officially endorsed its new Council and Wellbeing Plan 2025–2029 – setting a bold, community-led direction for the city’s future.

Adopted at the Council meeting on 23 June 2025, the plan outlines how Council will deliver services, invest in local priorities and create a healthier, more inclusive and sustainable Frankston City.

The Council and Wellbeing Plan is now a four-year, stand-alone strategic plan, which will be delivered alongside annual budgets and action plans – ensuring greater transparency and accountability.

Developed in line with legislative requirements and shaped by extensive community engagement, the plan combines the traditional Council Plan and the Municipal Public Health and Wellbeing Plan into one unified document – embedding equity, health and inclusion across all areas of Council’s work.

Frankston City Council Interim CEO, Cam Arullanantham, said the plan was a direct reflection of the community’s voice: “This is a plan built by and for the Frankston City community – and we’re proud to bring your vision for the future to life.”

“More than 1,300 residents shared their hopes, priorities and ideas. What we’ve delivered is a roadmap that turns that feedback into focused, measurable outcomes.”

Mr Arullanantham also acknowledged the role of the newly elected Council in shaping the plan: “Our Councillors brought fresh perspectives and strong local insight – helping to ensure the plan stayed grounded and aligned to community needs.”

The new Council and Wellbeing Plan is guided by Frankston City’s refreshed Community Vision 2040 and is structured around four key Strategic Outcomes:

  • Healthy and Inclusive Communities
  •  Natural Environment
  • Connected Places and Economy
  • Council Performance and Leadership

At its core are three Health and Wellbeing Priorities that focus on supporting healthy and resilient communities, fostering inclusion and connection, and promoting safety, respect and equality for all.

Councillor Sue Baker said the plan sets a clear path forward: “Our community told us what they wanted and their aspirations for the future – and we’ve listened.”

“Now it’s about turning expectations into action. Whether it’s tackling climate change, improving safety, building a more connected city or boosting wellbeing – we’re focused on delivering real, lasting outcomes for everyone in Frankston City,” she said.
