Council empowers community to tackle graffiti across Frankston City

Frankston City Council is giving residents new tools to fight graffiti, with two 12-month trial programs launching this month.

Funded through the Local Support Package in Council’s Stronger Together 2025–2026 Annual Budget, the initiatives take a fresh approach to both enforcement and clean-up.

From September, residents who report graffiti that leads to a successful police prosecution may be eligible for a $500 reward.

Reports can be made to Victoria Police via the Police Assistance Line (131 444), Crimestoppers (1800 333 000) or online at police.vic.gov.au.

The reward will go to the first eligible person whose report results in a confirmed finding of guilt. Photographic or CCTV evidence is encouraged to assist investigations.

Alongside the reward scheme, Council is also offering free graffiti removal kits for residents. Each kit includes removal solution, brushes, gloves, safety glasses and instructions — making it easier for residents to clean graffiti quickly and safely. Kits are available to Frankston residents (18+) from the Civic Centre while supplies last.

Councillor Nathan Butler said the initiatives will empower the community to take pride in their city.

“Graffiti is frustrating for residents and businesses alike and doesn’t represent the Frankston we want visitors to enjoy. These trials give our community practical tools and incentives to help our city be at its best, and I’m looking forward to seeing the results.”

Council has already strengthened its approach to graffiti removal, doubling patrol capacity and reducing average removal times from 10 days to just three. Hotspots such as Frankston Foreshore, Ballam Park and key shopping precincts are now receiving targeted attention.

Last financial year, more than 42,000 square metres of graffiti were removed — double the volume of previous years.

Both new trials will run until September 2026, after which Council will review their effectiveness and impact.
