Tracking graffiti gives us an understanding into how our city is changing and what our community is experiencing day to day.
Using data from the Crime Statistics Agency Victoria (CSA, which publish Victoria Police recorded crimes every quarter) and the council’s customer request database helped us to develop a Management Program to combat graffiti and assist Police to catch offenders, read more here: (Curb or remove graffiti - Frankston City Council)
Council then switched focus to tackle graffiti pro-actively.

What can you do to help?
Using data from the Crime Statistics Agency Victoria (CSA) from the past 5 years, we can see the average number of graffiti incidents is just under 90 per year. Graffiti crime has been rising slightly since 2023 Council is running a 12-month trial scheme from September 2025 that rewards residents $500 if their report results in police finding guilt (Curb or remove graffiti - Frankston City Council) Council is also trialling free graffiti removal kits for the next 12 months.
Frankston City Council records residents’ graffiti requests and classifies them as pro or reactive, offensive or not offensive and whether the property is council or privately owned. The amount cleaned is measured in square metres and has been steadily increasing.
For the past two years, Council has focussed on being pro-active. This means the teams have been out removing graffiti before it gets reported, resulting in a faster response and higher resident satisfaction Over 75% of cleaning last financial year was pro-active
Council spent $560k last financial year (2024/2025) on removal which equates to nearly $15 per square metre. This financial year (2025/2026) the Council has budgeted $589k.
