VicSmart applications

VicSmart is a streamlined assessment process for planning applications which meet set eligibility criteria.

Applicants must clearly identify and demonstrate how the proposal meets the VicSmart set eligibility criteria and any associated ‘deemed to comply’ standards.  Failure to do so may render the application ineligible for VicSmart.

If you want confirmation that your application qualifies for the VicSmart pathway before submitting, you can:

VicSmart subdivision applications must be submitted online through SPEAR. We recommend you hire a land surveyor to assist with your VicSmart subdivision application.

Step 1.Prepare your application

Your application must include:

  • A complete copy of the Certificate of Title that is no older than 3 months, including any restrictions such as a Section 173 Agreement. You can obtain a Certificate of Title from the Landata website.
  • A credit or debit card to pay the relevant fee. This fee is for the lodgement of your application and does not include the cost of giving notice of your application, if required. Note: we are unable to accept an Amex or Diners card online.

Step 2.Read the checklists

Read the checklists on the VicSmart website to ensure you have included any additional information required for your application.

Step 3.Submit your application

Step 4.What happens next?

If Council determines that an application does not meet the set eligibility criteria for the VicSmart pathway at lodgement, the application will be lodged in the standard pathway and additional fees requested. The fee request will not identify the areas of non-compliance and Council will not further review the application until the additional fees are paid.

We will contact you to pay the relevant fee.
