Kananook Precinct Plan

Council has prepared a draft precinct plan for the Kananook Precinct, one of Frankston City's industrial precincts. This work delivers Action 24 of the Frankston City Industrial Strategy 2025, which established the precinct's objectives and guided the project. 

At its meeting on 3 August 2026, Council considered the draft Kananook Precinct Plan 2026 and draft Planning Scheme Amendment C150fran. Council endorsed the Kananook Precinct Plan project, which the Victorian Government has accepted into its Development Facilitation Program under the Unlocking strategic sites pathway. 

Council also supported the Minister for Planning becoming the Responsible Authority for draft Amendment C150fran under section 20(4) of the Planning and Environment Act 1987. 

The amendment proposes to implement the land use and development directions and recommendations of the Kananook Precinct Plan 2026 by rezoning land within the Precinct Plan area to the Commercial 3 Zone (C3Z), applying Schedule 15 to the Design and Development Overlay (DDO15), applying the Environmental Audit Overlay (EAO) and updating planning policy and related clauses in the Frankston Planning Scheme to ensure alignment with the Precinct Plan. 

The project sets a clear and ambitious vision to transform the Kananook Precinct into a community destination. It builds on significant investment in the area, including the Frankston Stadium. 

The Victorian Government and Council will undertake community consultation on the draft Precinct Plan and draft Amendment C150fran later in 2026. We will provide further project information and consultation details later this year. 

The Frankston Stadium Master Plan and Kananook Reserve Master Plan are not part of this project. However, they remain aligned with this work.
