Educational and social benefits of 3-year-old kindergarten

Research shows that play-based learning is a powerful way to support children’s development. And these benefits last into the school years and beyond.

The evidence also shows that two years are better than one when it comes to early learning. A quality kindergarten program will have more of an impact for children who start at age 3 rather than 4. The benefits are even greater for children who are in vulnerable circumstances.

What Does It Cost?

The Victorian Government is investing up to $169.6 million to offer Free Kinder in 2021, to give our kids the best start in life.

Sessional kindergarten services with an unfunded three-year-old program will be able to access a payment of $1,600 per child, for each enrolment in a program of five or more hours per week. The payment will be paid directly to the kindergarten and mean lower fees for families. If the normal fee for the program is higher than $1,600 your service may still charge you a ‘gap’ fee.

The Victorian Government has announced it will fully fund 3-year-old kindergarten programs as of 2022.

If you wish to register your child in 3-year-old kinder prior to 2022, your child however, may be eligible for 15 hours of free kindergarten for the 2 years before starting school if:

  • Your child is Aboriginal or Torres Strait Islander
  • You or your child have ever been supported by or had contact with Child Protection
  • You or your child ever been referred by Child Protection to the Orange Door
  • Your child is living in out of home care.

Where Is It offered?

Most kindergartens within the Frankston municipality offer a 3-year-old kindergarten program.

Nominating kindergarten preferences 

You are only required to nominate one (1) kindergarten preference. Due to limited availability you are not guaranteed to receive a place at your preferred kindergarten.  If there are no vacancies at your preferred kindergarten you will be added to that waiting list.  You can only be on ONE list – you cannot be on multiple waiting lists and you cannot accept an offer of a place at one kindergarten and also be on a waiting list for another kindergarten.

Do NOT submit multiple registrations for different kindergartens.  Only one registration per child per year.  If you need to amend an existing registration please contact the Children’s Services Support Officer on 9784 1862 or email info@frankston.vic.gov.au.

Is my child eligible to start three year old kindergarten?

To be eligible for 3-year-old kindergarten children must be 3 years of age or older by 30 April in the year they start kindergarten.

If your child turns 3 years of age between 1 January and 30 April in the year you wish to start 3-year-old kindergarten, your child will not be able to attend until they have turned 3 years of age.

Early Start Kindergarten

Early Start Kindergarten provides free or low cost kindergarten to eligible three year old children where programs are offered by a qualified teacher. Some services will be able to offer your child a place in a program for four-year-olds or a mixed age group.

Is My Child Eligible for Early Start Kindergarten?

Your child is eligible for Early Start Kindergarten if they are aged three by 30 April in the year they will be attending a kindergarten program, and:

  • Your child is Aboriginal or Torres Strait Islander
  • You or your child have ever been supported by or had contact with Child Protection
  • You or your child ever been referred by Child Protection to the Orange Door        
  • Your child is living in out of home care
