Council to strengthen governance of strategic partnerships

Frankston City Council is developing a new Strategic Partnerships Framework to provide a clear and consistent approach to how Council enters into, reviews and manages memberships and partnerships with external organisations.
The Framework follows a resolution adopted by Council at its 1 June 2026 Council Meeting and will establish clear governance processes, approval pathways and review mechanisms to ensure partnerships continue to deliver value for the Frankston City community.
Frankston City Mayor Sue Baker said Council currently participates in a range of partnerships and memberships that support advocacy, regional collaboration, service delivery and access to government and industry networks.
“Council works with a wide range of organisations to help deliver outcomes for our community, strengthen advocacy efforts and ensure Frankston City has a strong voice on issues that matter,” Mayor Baker said.
“These partnerships play an important role in helping Council achieve its strategic objectives and connect with government, industry and community stakeholders.”
Mayor Baker said the new framework would provide greater consistency and transparency across all partnership arrangements.
“This is about good governance and ensuring we have a clear and consistent framework to guide how partnerships are established, reviewed and managed into the future,” she said.
“As our city continues to grow and evolve, it is important that Council regularly reviews its governance arrangements and ensures they remain fit for purpose.”
“Council’s existing partnerships continue to play an important role in delivering outcomes for the Frankston City community, particularly in the lead up to the November State Election.”
“Through our partnerships, we are able to work collaboratively with other councils, industry and community organisations to advocate for improved public transport, better active transport connections, increased housing and economic development opportunities, and greater support for vulnerable members of our community.
The Strategic Partnerships Framework will include approval processes, governance requirements, renewal cycles and review mechanisms to support effective decision-making and accountability.
The Framework is intended to strengthen governance arrangements across all partnerships and memberships, ensuring Council has a consistent approach to assessing and managing these relationships into the future.
