Active Participation Subsidies & Ratepayer Rewards to boost connection

Residents and ratepayers can now benefit from two new initiatives designed to ease cost of living pressures and boost social connection as part of Council’s $1.7m local support package.

The Active Participation Subsidy Program and Ratepayer Rewards initiative, together worth more than $250,000 in total, are designed to reduce cost-of-living pressures while strengthening community connection, health and wellbeing.

Active Participation Subsidy Program

Council has invested $137,000 into a new subsidy program to reduce financial barriers that can prevent residents from joining local clubs, groups and community activities.

Through the program, eligible residents can have 85 per cent of their annual membership fee (up to $500) paid directly to their club or group. This simple support helps people facing financial disadvantage continue doing the activities they love, while encouraging stronger community connection and participation across Frankston.

Applications are now open via the SmartyGrants portal and will close on 6 May 2026. More information, including eligibility details, is available on Council’s Community Grants page.

Ratepayer Rewards

Alongside the subsidy program, Council has introduced $117,000 worth of Ratepayer Rewards to provide direct benefits to households while encouraging use of valued local services and venues.

Delivered last month with the 2025–2026 rates notices, ratepayer can choose one of the following exclusive rewards:

  • $30 off a paid hard waste collection
  • Free entry or a membership upgrade at Peninsula Aquatic Recreation Centre (PARC)
  • A $30 voucher for the Frankston Arts Centre

Ratepayers will also be able to secure one of the new 1,400 trees which Council is currently growing to give away in time for the Autumn planting season.

Deputy Mayor Steffie Conroy said both initiatives reflect Council’s commitment to affordability and inclusion.

“We know cost-of-living pressures are being felt by many in our community. By introducing these initiatives, we’re reducing barriers and creating more opportunities for residents to stay active, connected and involved.

“Whether it’s joining a club, taking the family to the pool or enjoying a night out at the theatre, we want to make sure everyone in Frankston has access to the experiences that make our city vibrant and welcoming.”

Both the Active Participation Subsidy Program and the Ratepayer Rewards initiative are available until 30 June 2026, or until funds run out. Residents are encouraged to apply as soon as possible.
