Seaford Child, Youth & Family Centre Upgrade and Expansion

Seaford families are now benefiting from more kindergarten places and improved access to maternal and child health (MCH), immunisations, and youth services close to home, thanks to a partnership between Frankston City Council and the Victorian Government.

The new $6 million Seaford Child, Youth & Family Centre has been completed on the existing site at Railway Parade and McRae Street, with services now operating from the new facility in Term 1, 2026.

About the new centre

The upgraded centre provides a modern, welcoming space designed to support children, young people and families, and includes:

  • Two kindergarten rooms (previously one), providing up to 66 sessional places
  • Two Maternal and Child Health (MCH) consultation rooms and an additional allied health consultation room
  • A dedicated ‘Youth Hang-out’ space for young people aged 12–24 years to relax, connect and take part in activities
  • A landscaped outdoor play area with plenty of shade for children
  • A community room for parent education programs and playgroups
  • Additional, formalised car parking adjacent to the centre on Railway Parade

Increasing kindergarten places in Seaford

The project is funded through the Building Blocks Partnership Agreement between the Victorian Government and Frankston City Council, supporting the delivery of additional kindergarten places across the municipality.

The upgrade has increased the capacity of Seaford Kindergarten from 29 to 66 licensed places.

This is in addition to the 73 places recently delivered at Riviera Kindergarten in Seaford, bringing a total of 110 new kindergarten places for Seaford families.

The Seaford Child, Youth & Family Centre brings together early years education, health and youth services in one convenient location—making it easier for families to access the support they need, close to home.

Construction impacts

The site will be closed to the public once the 2024 kindergarten year ends.

Services will temporarily operate at alternate sites during 2025:

  • Kindergarten will move to Kananook Kindergarten
  • MCH will relocate to Riviera Kindergarten
  • Immunisation sessions will be held at the Healthy Futures Hub
  • Youth Services will be based in the Seaford Community Centre

While every effort will be made to minimise impacts, nearby residents should expect some noise, dust, and construction traffic, like most building sites. 

Community engagement:

Community engagement on the new Seaford Child, Youth and Family Centre was undertaken in late 2023 and included an online survey, email campaign, and letter, postcards, and signage in the local area. Interested residents also participated in a workshop where the results of community engagement were prioritised to inform a design brief for the architect.

The priorities identified during engagement, and which have been incorporated into the design include: 

  • A well-sized play area, with plenty of shade
  • Native and indigenous plants that are easy to maintain
  • Single-storey building
  • Better off-street parking
  • A modern building design that reflects and complements the local area, with limited bright colours
  • A mix of building materials, including natural materials 
  • Sustainable design features (including energy efficiency design, solar PV systems, appliance electrification) and bike racks to support active transport
  • An inviting and accessible entrance
  • Improved fencing
