Frankston launches fast-track pathway for major development

Frankston City has launched a new Priority Development Program, marking a major step forward in the city’s approach to planning, investment and growth.
The program introduces a faster, more coordinated planning pathway for eligible major developments, offering priority case management, clear upfront guidance and a commitment to decisions within 16 weeks - providing greater certainty for developers and investors ready to deliver high-quality projects in Frankston City.
Designed to unlock well-planned housing, commercial and mixed-use developments, the Priority Development Program supports projects that align with the city’s strategic vision, planning framework and design expectations.
Frankston City Council Mayor Sue Baker said the program demonstrates Council’s willingness to encourage and facilitate development that positively contributes to the vitality of Frankston.
“Frankston City is open for business and serious about enabling the right development in the right locations,” Mayor Baker said.
“The Priority Development Program creates certainty, reduces delays and supports high-quality outcomes - helping city-shaping projects get moving sooner while maintaining strong planning and design standards.”
Eligible developments will receive increased planning support, including enhanced pre-application advice, priority assessment and post-permit concierge assistance, helping to streamline delivery while ensuring proposals meet community and urban design expectations.
The launch of the Priority Development Program builds on Frankston City’s broader efforts to boost housing supply, economic growth and investment attraction, particularly within the Frankston Metropolitan Activity Centre and other key growth precincts.
At its December meeting, Council approved new developments on the Nepean Highway worth a combined $137 million and creating 312 new dwellings.
The Priority Development Program follows the recent launch of Round 3 of the Housing Australia Future Fund Facility (HAFFF), which aims to speed up construction of affordable and social homes across Australia by giving community housing providers, developers and builders rapid access to investment funds.
“By streamlining planning approvals for eligible projects, our Priority Development Program supports the Federal Government’s goal of accelerating the delivery of much needed housing, helping to reduce the acute housing needs that exist in our community,” Mayor Baker said.
