Ward boundary is defined by Peninsula Link (M11), East Link (M3), and Skye Road. Includes parts of Seaford, Frankston North, Frankston and Karingal (Whistlestop Reserve).
Prior to the 2024 Ward boundary changes, Cr Baker represented the Northwest Ward from 2020 to 2024.

Priorities in 2026
- Lead Councillors in the delivery of the Council and Well Being Plan, responsible budget management and on-going community engagement
- Meet and hear from the community about local issues from local perspectives
- Progress projects focussed on the delivery of affordable housing
- Review services and programs to ease cost-of-living pressures
- Represent Frankston City on external committees: Frankson Housing Acceleration Taskforce, Frankston Revitalisation Board, Greater South East Melbourne Group (GSEM), Municipal Association of Victoria (MAV), Frankston Charitable Fund Committee of Management
- Contribute to internal committees: Audit and Risk, CEO’s Employment and Remuneration, Frankston Advisory Arts, Frankston Cemetery Trust, Housing Advisory
- Strengthen relationships with all levels of government, partner organisations and key stakeholders to continue the growth and development of services, programs and infrastructure across the municipality.
About Councillor Baker
As a resident of Pines Ward, Cr Baker is deeply invested in her community.
She has extensive leadership and management experience across multiple industry sectors in Australia and overseas, with a particular focus on customer service and people development.
Cr Baker has worked with organisations from start-ups to multi-nationals developing relationships to put a focus on agreed outcomes, good governance and transparency. She believes this approach underpins on-going results for the residents of Frankston.
Her first term in local government provided invaluable experience enabling her to build knowledge and establish relationships across the community.
As a life-long learner, she knows the value of staying curious, asking questions and being inclusive of all points of view. Her time on the Disability Access and Inclusion and Reconciliation Action Plan Committees saw contributions from both groups, alongside the Culturally and Linguistically Diverse (CALD) working group and Social Inclusion Action Group (SIAG).
Cr Baker has a son and daughter-in-law, who live nearby. Meg, the 5-year-old family spoodle, is a regular visitor to the Keast Park dog beach and many of the off-leash reserves in Frankston. A keen supporter of volunteers across the municipality, she volunteers herself as a JP and is the other half of a Delta Therapy dog team.
