About Planning Scheme Amendment C148fran
Planning Scheme Amendment C148fran (the Amendment) proposes to implement the land use and development directions and recommendations of the Frankston City Industrial Strategy (Charter Keck Cramer and Tract, 2025) (the Industrial Strategy) and the Frankston City Industrial Design Guidelines (Tract, 2025) (the Design Guidelines) into the Frankston Planning Scheme. The Amendment applies to the land shown in the Figure 1 below, which includes all Industrial 1 Zone land in the municipality and some Commercial 2 zoned land in Precincts 3 and 6.
Specifically, the Amendment proposes to make the following changes to the Frankston Planning Scheme:

Timeline
On 18 March 2024, Council resolved to adopt the Industrial Strategy and the Design Guidelines and to request authorisation of Planning Scheme Amendment C148fran (Amendment C148fran) from the Minister for Planning and to progress to public exhibition.
On 6 June 2024, Council received authorisation of Amendment C148fran from the Minister for Planning and to progress to public exhibition.
Amendment C148fran was placed on exhibition from Thursday 25 July 2024 to Monday 9 September 2024.
On 17 February 2025, Council resolved to consider all the submissions received to Amendment C148fran and request the Minister for Planning to appoint an independent Planning Panel.
Subsequently, the Minister for Planning has appointed an independent Planning Panel (the Panel).
The Panel Hearing was held on Monday 14 April 2025 at Planning Panels Victoria, 1 Spring Street, Melbourne for one (1) day.
The Panel considered the Amendment and provided Council their Panel Report (the Report) on 7 May 2025.
