Reusable Sanitary, Nappy and Incontinence Rebate Program

To help households reduce waste to landfill Frankston City Council offers reusable product rebates for homeowners and renters.  Reusable Sanitary Product, Reusable Cloth Nappy, and Reusable Incontinence underwear. For full details and to apply please visit the Rebately website.

Reusable Sanitary Product Rebate

Eligible products:

  • sanitary pads
  • sanitary cups or discs
  • leak-proof underwear and
  • wet bags

The rebate is 50% of the purchase, with a maximum of $50.

Over the course of a lifetime, the average person who has periods uses between 10,000 and 12,000 disposable sanitary products. 

Around 300 million tampons and 500 million pads are sold in Australia each year with pads taking about 500 to 800 years to break down in landfill.

Reusable sanitary products such as reusable sanitary pads, menstrual cups and discs, period underwear and period swimwear are affordable and sustainable alternatives.

Reusable Cloth Nappy Rebate

  • cloth and swim nappies
  • reusable inner liners for nappies
  • reusable wipes and
  • reusable nursing breast pads

The rebate is 50% of the purchase, with a maximum of $100.

Every minute, more than 300,000 disposable nappies are incinerated, sent to landfill or end up in the environment around the globe. The disposable nappy market is among the biggest contributors to public waste globally. 

Reusable products may cost a little more up-front, but in the long term, they can save you upwards of $1,000 a year. Reusable nappies are an affordable and sustainable alternative. 

The Australian Nappy Association’s 2019 Great Australian Cloth Nappy survey found that over half of families using reusable nappies purchased them second-hand. The Clean Cloth Nappies community has published this guide to buying reusable nappies second-hand.

Reusable Incontinence Underwear Rebate

The rebate is 50% of the purchase, with a maximum of $50.

It's predicted that by 2030 adult incontinence waste will be 4-10 times greater than baby nappy waste in Australia.

Stylish and comfortable reusable incontinence underwear is available from supermarkets, pharmacies, specialty retailers and online. It helps users save money, reduces pollution from manufacturing and raw material extraction and minimises waste.

Eligibility 

Our Reusable Sanitary and Nappy Rebate Program is available to Frankston City Council homeowners and renters.

There’s a limit of:

  • A one-off reusable cloth nappy rebate per household. 
  • A one-off reusable sanitary product rebate per household. 
  • A one-off reusable incontinence underwear rebate per household.

How to apply 

Applications must be submitted through the Rebately website

First buy your products – you can buy reusable products anywhere you like. 

You must provide:

  • Proof of residence - e.g. a rates notice or utility bill that is a maximum of 3 months old;
  • Proof of purchase – No older than 6 months. Invoice including the applicant's first and last name, company name, date, and clear identification of name and cost of each item purchased. OR a scan or clear photo of a receipt from a physical store. The copy of the invoice or proof of purchase must be whole, not a partial copy.

When do I get the rebate? Up to 4 weeks from claim approval.

Terms and conditions 

  1. The applicant must be the occupant of the property requesting the rebate and provide proof of residence. 
  2. The applicant must provide a proof of residence of Frankston, e.g. a rates notice or utility bill that is a maximum of 3 months old.
  3. Council will accept one application for each rebate per household. 
  4. The cloth nappy rebate also includes pre-owned nappies if adequate proof of purchase is provided.
  5. The reusable sanitary products rebate includes sanitary pads, sanitary cups, leak-proof underwear and wet bags.
  6. The rebate does not include transport costs, nappy hire, wipes containers, decorative (i.e. not leak-proof) nappy covers, postage/delivery or single-use items. 
  7. The applicant must provide a copy of the receipt or proof of purchase. It must include the applicant's first and last name, company name, date, and clear identification of name and cost of each item purchased. OR a scan or clear photo of a receipt from a physical store.  
  8. Receipt or proof of purchase must be no older than 6 months.
  9. The copy of the invoice or proof of purchase must be whole, not a partial copy.
  10. Applications are to be submitted online through the Rebately website. If an applicant does not have computer or mobile phone access, applications can be completed with customer service staff at one of Council's service centres.  Please note copies of proof of purchase and residence will still need to be provided.
  11. Frankston City Council holds no responsibility for following up missing information supplied by the applicant. 
  12. Frankston City Council holds the right to reject any application
  13. The timeframe for this offer depends on funds available, the rebate program may be paused at any time if budget allocations have been exhausted.
  14. Council does not warrant any reusable sanitary product purchased through this rebate scheme and participants must make their own determination on such products including whether they are suitable for your purposes.  Council accepts no liability in relation to your participation in this rebate scheme.
