Council Plan and Budget

Frankston City Council’s annual budget 2023–2024 has been adopted following community consultation and public submissions.

Each year, our Budget provides services for people at all stages of life, maintaining our infrastructure, community facilities and parks, operating our libraries, events, festivals and art centre as well as rubbish and recycling collections.

Following months of extensive research and discussion, Council adopted a Budget of $291 million for 2023-24, to provide funding for over 120 essential programs and services and the continued maintenance of our vital infrastructure for the next 12 months.

The Budget and Council Plan initiatives balances community relief and support with economic stimulus for the city.

 


Revenue and Rating Plan

The 2021-2025 Revenue and Rating Plan sets out how Council will generate income to deliver the Council Plan, Council Services and infrastructure commitments over a 4 year period. The plan will define the revenue and rating envelope within which Council proposes to operate.

Long Term Infrastructure Plan

Frankston City Council’s Long Term Infrastructure Plan (LTIP) is the product of robust budget development processes and guide Council’s capital investment for the next ten (10) years. 

The LTIP outlines Council’s approach to maintaining and improving core infrastructure during the period of 2019 to 2029.  The LTIP has been developed after careful consideration of existing commitments and plans and aims to:

  • Better integrate land use and local infrastructure planning in support a growing and changing community;
  • Plan, prioritise and deliver an infrastructure program that represents the best possible investment and use of Council funds;
  • Optimise the management, performance and use of Council’s assets;
  • Provide the infrastructure necessary to support Council’s current and future service delivery to the community; and
  • Embrace the future of technology and leveraging our technology to transform the way Council delivers its services to support our customers and our business needs.

Finance Plan

The Finance Plan defines the broad financial boundaries for Council over the next ten years.

The plan is made up of three main sections:

  • The Financial Policies that set out the financial targets that ensure Council remains financially sustainable
  • The Financial Strategy that identifies the approach Council intends to take to achieve the financial policies
  • The Financial Statements that apply the financial strategies to a ten year financial model to ensure that Council meets its Financial Policy targets.

The Local Government Act 2020 (The Act) requires Councils to prepare a ten year Financial Plan in the year following a general election through the introduction of governance and supporting principles which include an integrated approach to planning, monitoring and performance reporting.
