Tree Maintenance Program - William Street, Frankston

Description of Works - 25 car spaces along Williams Street Frankston (between Balcombe Street and Foot Street) will be blocked off to allow access for tree pruning

Timing of Works: Spaces will be restricted from Thursday 21 June from 7-8 pm. Works will then take place on Friday 22 Friday 1-2 pm

Annual Asphalt Program

Frankston City Council’s Annual Asphalt Overlay program will be taking place.

Description of Works: Profiling edge of road and placing an asphalt overlay over existing road surface. This will take place in various streets in Frankston, Frankston South and Seaford.

Timing of Works: Commencing Thursday 21 June with anticipated completion by Mid July 2018 weather permitting.

Disruption Expected:  Site, Traffic and Pedestrian Management will be in place for the entire duration of works to maintain public safety. There is some night works programmed as some streets have a high volume of traffic and will be completed more efficiently and safely at night, VMS boards will be in place and letter drops undertaken at least a week prior.

PARC Carpark Upgrade - Stage 2A, Frankston

Description of Works: Relocation of services such as light poles & removal of effected trees and/or vegetation, breakout & remove redundant kerbing & asphalt pavement, formation of new kerbs & asphalt car park pavement, construction of new kerbs & asphalt car park bays and linemarking.       

Timing of Works: Commencing Monday 18 June with anticipated completion by Mid July 2018 (weather permitting)

Disruption Expected:

  • Site, Traffic and Pedestrian Management will be in place for the entire duration of works to maintain public safety.
  • Temporary fencing will be in place and signs to direct pedestrian access to PARC
  • No access via Quality Street

Ballam Park - Dog Agility Park

Description of Works:

  • A fully fenced enclosed dog agility park will be constructed at Ballam Park along the rear fence line. Size approx 15m x 27m.

  • All materials (dog and picnic equipment, even the drinking tap) will be made out of recycled material from a local Carrum Downs business (Replas)

  • The area will consist of one half with the dog equipment and the other half picnic facilities.

Timing of Works: Starting mid to late July 2018 with completion expected early August 2018.

Disruption Expected: There will be no disruption to park users

Skye Reserve Works - Ballarto Road 

Description of Works: As part of providing safer vehicle access into and out of the Skye Reserve, road works will be  undertaken to provide a right hand turn lane into the Skye Reserve from Ballarto Road

The works involves widening Ballarto Road directly opposite the Reserve and constructing new concrete kerbing followed by a new asphalt surface to which line marking will be applied to designate the new turning lane.

Timing of Works: Commencing late June 2018 with a 5 week time frame expected until completion.

Shared Path Works - Monterey Reserve, Frankston North

Description of Works: Removing the now obsolete access roads, construction of shared path within the reserve and some minor drainage works and installation of park bench near basketball court

Timing of Works: Commencing Wednesday 20 June with anticipated completion by Friday 6 July, weather permitting. To be Confirmed

Disruption Expected: Site, Traffic and Pedestrian Management will be in place for the duration of works to maintain public safety. Traffic controllers will be onsite whilst works are in progress to assist vehicles and pedestrians as required.

Renewal Works - Frankston Long Island (Foreshore)

Description of Works: Removal of existing roads surfaces and bluestone kerb including car park bays and resurfacing & grading the demolished area to the new profile. Supply & Install new semi-mountable kerb topsoil, hydro seeding and timber edging

Commencement Date: Thursday 14 June 2018

Completion Date: Mid July 2018 (weather permitting)

Disruption Expected: The car park access will be blocked along with access to the foreshore boardwalk. Site, Traffic and Pedestrian Management will be in place for the duration of works to maintain public safety.

Location of Works: Works will be undertaken to sections of Long Island (Forshore) near Kananook Creek between Playne and Davey Streets.

Renewal Works - Frankston Foreshore Boardwalk

Commencement Date: Thursday 7t June 2018

Completion Date: Mid July 2018 (weather permitting)

Description of Works: The scope of works includes replacement of the existing treated pine decking and kickrails with a composite timber decking. Handrails will also be replaced and some posts and balustrade wiring will be replaced and repaired upon completion of decking works.

Location of Works: Various locations along the Frankston Foreshore boardwalk

Disruption Expected: The boardwalk will remain open for the majority of the duration of works, using a methodology whereby works are completed in small sections and half the boardwalk remains open for pedestrians to pass. There may be a need to fully close the boardwalk in some sections, in particular for the section of boardwalk between the waterfront playground and the pier. When this is the case, appropriate signage and a detour route will be in place. Works have been scheduled during what is considered the off-peak season for visitors and walkers along the Frankston Foreshore to minimise inconvenience as far as possible.

Seaford North Soccer Pavilion - Change Room Extension

Commencing date: Early June

Duration: 6 Months

Location: Railway Parade, Seaford North Reserve

Description of works: Construction of a new female friendly Change Room facility including toilet amenities, referee change rooms, first aid room and storage.

The proposed extension includes the following functions:

  • 2 X Change rooms
  • 2 X Toilet and shower amenities
  • Accessible toilet with shower
  • First Aid room
  • Additional storage

Disruptions expected: Some carpark  spaces will be utilised during the construction for storage of materials and access into the site.

Carpark Upgrade  - opposite the Riviera Hotel, Seaford

Commencement date: Wednesday 13 June

Completion Date: Friday 15 June (weather permitting)

Description of Works: Removing the old kerb on beach side, asphalt regulation and overlay, linemarking, kerb stops and installing new parking signage.

Disruption Expected: Site, Traffic and Pedestrian Management will be in place for the duration of works to maintain public safety. There will be a lane closure on Nepean Hwy. Traffic controllers will be onsite whilst works are in progress to assist vehicles and pedestrians as required.

Drainage Upgrade - St Johns Avenue, Frankston South

Commencement date: 18 June 2018

Completion date: 5 July 2018 (weather permitting)

Description of Works: Upgrade of existing drainage pipes and pits, removal of two affected street trees, replanting the offset trees and associated reinstatements to vehicle crossings and nature strips.

Disruption Expected: Traffic management will be in place whilst works are in progress. Access to properties will be maintained for the majority of the duration of works. Traffic controllers will be onsite whilst works are in progress to assist with access and 24 hours’ notice will be provided prior to any activities which may restrict access to your premises.

Restoration of BBQ Shelters at Frankston Foreshore

Commencement date: June 2018

Completion date: July 2018

Description of work:  Restoration of 2 BBQ shelters. The works include demolition and replacement of roof sheeting and purlin structure, sandblasting of steel structure where corrosion has occurred and paint application to steel for rust protection.

Disruption expected: The BBQ’s will be out of operation for the duration of the works

Drainage Upgrade - Rosedale Grove, Frankston South

Commencing date: Mid June (7am – 5pm)

Completion Expected: Early July (weather permitting)

Location: Rosedale Grove between Kia Rise and Moorooduc Hwy

Description of works: New Stormwater Pit Installation. The Contractor will be Installing three new stormwater pits, modifications to existing pits and installing some stormwater pipes. View the plan of works here.

Disruption expected: There may be some delay / detours in place while this is undertaken. Residents have been notified via letterbox drop of works. Access to properties will be maintained for the majority of the duration of works. Traffic controllers will be onsite whilst works are in progress to assist with access and 24 hours' notice will be provided prior to any activities which may restrict access to your premises.

Linemarking Works - Seaford, Carrum Downs and Langwarrin

Seaford and Carrum Downs

 Locations:

  • Galway St, Seaford from Seaford Rd to Austin Rd
  • Armstrongs Rd, Seaford from Nepean hwy to end
  • Cadles Rd, Carrum Downs from Brunnings Rd to Hall Rd
  • Silver Ave, Frankston North from Excelsior Drv to Tamarisk Drv

Commencing date: Wednesday 30 May from 7am – 5pm

Completion Expected: Wednesday 13 June (weather permitting)

Description of works: Contractors will be undertaking road line marking activities in the above streets.

Disruption expected: There may be a few sections of road that require works to be undertaken at night, due to the high flow of traffic and to increase efficiency, safety of those working and the general public. Night works generally are completed from the hours of 8pm – 5am.There may be some delay / detours in place while this is undertaken.

Langwarrin 

Location: Various streets in the Woodlands Precint, Langwarrin

Commencing date: Monday 4 June

Completion Expected: Monday 18 June (weather permitting)

Description of works: Contractors will be undertaking road line marking activities.

Disruption expected: There may be a few sections of road that require works to be undertaken at night, due to the high flow of traffic and to increase efficiency, safety of those working and the general public. Night works generally are completed from the hours of 8pm – 5am.There may be some delay / detours in place while this is undertaken.

Norman Avenue Shops - Staircase Reconstruction

Works Commencing: Late May 2018.

Location: Norman Avenue Shops, Norman Avenue, Frankston South.

Duration of Works: 2 months.

Description of Works: Reconstruction of three existing staircases at the Norman Avenue Shops, Frankston South. Works are required to improve the safety of the staircases including providing consistent step spacing, new concrete step surfaces, stair nosings, and tactile ground surface indicators at the top and bottom of each staircase. Associated works will also be undertaken to fencing, handrails, and stone walls, with the aim of matching into the existing streetscape.

Disruptions Expected: Site, Traffic and Pedestrian Management will be in place for the entire duration of works to maintain public safety.

  • Traffic controllers will be onsite to assist vehicles and pedestrians as required.
  • Access to businesses and facilities such as the mail box will be maintained for the duration of works.
  • A maximum of four carparking bays will occupied at any one time and the compound will move as works progress from one staircase to the next.
  • Where practical, Tradespersons vehicles will park in nearby on-street carparking to avoid further reducing available parking at the shops during construction. Some noise will also be experienced, most notably during demolition works.

Skye Road and Gairdoch Drive - Guardrail Works

Commencing date: Friday 25 May 9am- 5pm

Completion Expected: Friday 1 June (weather permitting

Location: On Skye Road (opposite Gairloch Drive, Frankston)

Description of works: As part of Frankston City Council’s capital works program we have Contractors who will be undertaking guardrail and concrete works

Disruption expected: There may be some traffic delays while this is undertaken.

Asphalt Overlay Program

Commencing date: Tuesday 29 May from 7am – 5pm

Completion Expected: Friday 1 June (weather permitting)

  • Moorooduc Highway Service Lanes to Barriedale Grove and Harrow Hill Court
  • Balmara Court
  • Harrow Hill Court
  • Neville Street Carpark (Frankston Dandenong Service Rd)

Description of works: As part of Frankston City Council’s Annual Asphalt Overlay program, constractors will be undertaking asphalt works. Residents have been notifiied with a letter box drop.

Disruption expected: There may be some traffic delays / detours in place.

Long Island Retarding Basin Upgrade

Commencing date: late May

Location: National Golf Course on Long Island

Duration: Until late 2018

Description of works: The upgrade works will be carried out by John Holland-KBR Joint Venture on behalf of Melbourne Water. These works will include:

  • removal of trees, root ball excavation and backfill of embankment
  • sand filter trench excavation and backfill
  • embankment hardening
  • embankment crest capping
  • sheet pile installation for foundation cut-off wall

Disruption expected: Melbourne Water will do everything possible to minimise disruption during construction although large trucks, noise, dust and worker amenities will occur.

Landmark Bridge repairs

Commencing date: late May

Location: Landmark Bridge, Frankston Foreshore

Duration: late May to early August

Description of works: To repair and prevent corrosion Council will be painting the arches and steel beams of the Landmark Bridge crossing Kananook Creek.

Disruption expected: Works will occur over a ten (10) week period with full closure of pedestrian access across the bridge for approximately 5-6 weeks. Boating access from Kananook Creek to Port Philip Bay will remain open however there will be restricted head room due to equipment.

Drainage Upgrade Works - The Crest

Commencing date: Early June 2018 until late-June, weather permitting

Location: The Crest, Frankston South (outside properties 5 and 6)

Description of works: Council will be upgrading existing drainage pipes, pits and associated vehicle crossings and naturestrips.

Disruption expected: Access to properties will be maintained for the majority of works with traffic management on-site.

George Pentland Botanic Gardens: Playground

Commencing date: May 2018

Location: George Pentland Botanic Gardens, Williams Street, Frankston

Duration: May to early August 2018

Description of works: The works include the provision of a new playground facility with a comprehensive range of play items including a custom designed tree house, slides, inclusive carousel, six seater rope swing, net see-saw, spring animals, sand play area and story circle.     

Disruption expected: Visitors will need to use alternative pedestrian access paths in the vicinity of the works zone as access will be restricted during construction

Fence Replacement Works

Carrum Downs Recreation Reserve

Commencing date: End of May

Location: Carrum Downs Recreation Reserve, 45R Wedge Road, Carrum Downs

Duration: 4 Weeks

Description of works: Replacing the fence

Disruptions expected: Traffic management will be in place whilst works are in progress. Local traffic will be affected and minor delays are expected.

Pat Rollo Reserve

Commencing date: End of May

Location: Pat Rollo Reserve, 17R Silver Avenue, Frankston North

Duration: 3 Weeks

Description of works: Replacing the fence

Disruptions expected: Traffic management will be in place whilst works are in progress. Access to the immediate surrounds (car park) will be restricted during the works.

St Johns Avenue Drainage Upgrade Works

Commencing date: End of May

Location: St Johns Avenue Frankston

Duration: 3 Weeks

Keast Park: New boardwalk and lookout deck installation

Commencing date: Late May to late June

Location: Keast Park Foreshore

Duration: Late May to late June

Description of works: To improve visitor access from Keast Park to the beach, Council will be installing a new boardwalk and lookout deck from the park access point to the beach. Landscaping works will also be undertaken during this time.

Disruptions expected: Visitors will need to use an alternative path to the beach from Keast Park as this access will be closed during construction. There will be restricted access in the construction area.

Fernery Lane Toilet Construction Works  

Commencing Date: Monday 7 May 2018

Location: Fernery Lane, Frankston

Duration: Completed by 29 June 2018, subject to weather and site conditions

Description of Works: Demolition of existing toilet and construction of new toilet and services

Disruptions Expected: Foreshore access nearby the Fernery Lane public toilet will be restricted while works are undertaken.

Tree Planting along Cranbourne Road

Commencing Date: May 2018

Location: Cranbourne Road between Fletcher Road and Moorooduc Highway

Duration: Completed in June 2018

Description of Works: Planting over 150 new trees along Cranbourne Road. Two species of trees have been selected including the iconic Norfolk Island Pines along the central median and Crepe Myrtles along the nature strips.

Disruptions Expected: Traffic management will be in place whilst works are in progress. Local traffic will be affected and delays are expected.

Young Street West Car Park Closure

Commencing Date: Tuesday 20 February

Location: Young Street, Frankston

Duration: Until September 2018

Description of Works: The Young Street West car park will be privately used by the Level Crossing Removal Authority (LXRA)

Disruptions Expected: No parking will be available until further notice

Warrandyte Road Widening And Reconstruction (South)

Works Commencing: Mid-March 2018

Location: A 400m section of Warrandyte Road, from Golf Links Road to the southern boundary of number 475 Warrandyte Road.

Duration of Works: 3 months.

Description of Works: The scope of works includes repaving the existing road surface and gravel shoulders with asphalt. The works will also include installation of new stormwater drainage and kerb and channel, and associated reinstatements to vehicle crossings and nature strips.

Disruptions Expected: Traffic management will be in place whilst works are in progress. Traffic will be reduced to one lane through the worksite at times and some queuing and delays will be experienced at the northern and southern approaches. Reduced speed limits will apply during work times and after hours when there are changed conditions for motorists.  Access to properties will be maintained for the majority of the duration of works. Traffic controllers will be onsite whilst works are in progress to assist with access and 24 hours’ notice will be provided prior to any activities which may restrict access to any premises.

Evans Road North Extended Closure

Works Commencing: Friday 2 March 

Location: Evans Road near Thompsons Road, Cranbourne

Duration of Works: Until July 2018

Description of Works: Widening lanes, removing concrete Islands and laying new surfaces.

Disruptions Expected: Closed in both directions between the roundabout at Thompsons Road and Boland Drive.  Delays can be expected.

Roundabout at the intersection of Robinsons Road/Westernport Highway

Works Commencing: Early February 2018

Location: Robinsons Road west will be closed at Western Port Highway

Duration of Works: 6-8 weeks

Description of Works: A new roundabout is being installed at the intersection of Robinsons Road/Westernport Highway

Disruptions Expected: Local traffic will be affected with road closures and some bus services will be impacted

Carrum Downs Multipurpose Pavilion

Location: Carrum Downs Recreation Reserve, 45R Wedge Road, Carrum Downs

Work commencing: Monday 15 May 2017 with completion due in Winter 2018

Description of works: Construction of a new multi-use pavilion, adjacent public toilet facilities, associated civil works and car park

Disruptions expected: Access to the western side oval and immediate surrounds will be restricted during the works

Frankston Line Crossings managed by Level Crossing Removal Authority

Works Commencing: November 2015

Location: Various locations along the Frankston Line

The upgrade of Frankston Station is expected to start in autumn 2018.

Duration of Works: Ongoing for the next eight years

Description of Works: Removing 50 dangerous and congested level crossings will transform the way people live, work and travel across metropolitan Melbourne and improve safety for drivers and pedestrians

Disruptions Expected: Buses will replace trains between Frankston and Carrum Train Stations during the Frankston Station upgrade. They will run from Fletcher Road in Frankston. LXRA customer relations staff will be available onsite to assist and direct commuters.
