R.F Miles Pavilion and Precinct Redevelopment
Works underway at R. F. Miles Reserve - 22R Seaford Road, Seaford 3198 include:
- Demolition of existing pavilion, public toilet and other redundant infrastructure on site
- Construction of a new two storey sporting pavilion including public toilet facilities
- Construction of new Car park including lighting, retaining wall and associated civil works
- Upgrade of utilities to the site (Water, Sewer, Power, Gas, NBN)
- Construction of new cricket nets and netball courts
- Construction of new enlarged oval to AFL standard with sports field lighting
- Associated landscaping
Timing of Works:Commencing March 2020 (after Level Crossings operations demobilise from site). Construction anticipated to be complete within 15 months subject to weather and site conditions
Disruption Expected: The reserve will remain closed to the public until construction works are complete
Centenary Park Tennis Pavilion and Tennis Courts Construction
Timing of Works: Commencing Monday 2 March 2020 (Pavilion) with construction anticipated to be completed end of July subject to weather and site conditions
Disruption Expected: Access to construction site and as illustrated on the site establishment plan will be restricted for the duration of Works.
Len Phelps Pavilion - Internal Alterations
Council contractors will be conducting internal alterations and refurbishment of the existing pavilion at Len Phelps Pavilion, Carrum Downs Recreation Reserve, 45R Wedge Road, Carrum Downs, VIC 3201
These works will include female friendly change room and toilets, first aid room and improved umpire facilities.
Timing of Works: Commencing Monday 24 February 2020 – Completion May 2020
Disruption Expected: Sporting clubs have been relocated during construction. Temporary change rooms located adjacent to the pavilion. Access maintained to oval lighting & irrigation controls.
Wingham Park Reserve Playground Upgrade, Ashleigh Avenue Frankston
Playgrounds are an important part of our community and Frankston City Council has an ongoing commitment to upgrade them by adding new amenities. As per Councils 2019-2020 Budget, Wingham Park Reserve Playground on Ashleigh Avenue is scheduled for an upgrade. The works are due to be carried out in March 2020.
The upgrade includes the following new amenities:
- Picnic Shelter
- Solar BBQ under the shelter
- Picnic Seating under the shelter
- Solar Light Pole
- Minor Planting around the shelter
Timing of Works: Between 7.30am to 4pm.
Please note the site will only be accessed by Ashleigh Avenue when installation works take place.
Disruption Expected: Minimal disturbance expected.
Overport Park Car Park and Oval Walking Path works
Works are currently underway to complete Stage One of the Overport Park Car Park improvement works and creation of a walking path.

Disruption Expected: The oval and car park will remain open to the public during works. Traffic management measures will be applied during the works to ensure the safety of workers, road users, residents and adjacent properties.
Timing of the works: Works are scheduled for completion by mid-April 2020.

Young Street Resurfacing Works
Between Playne Street and the roundabout south of Wells Street
As part of Frankston City Council road maintenance program, we have engaged contractor, Fulton Hogan to perform asphalt repair and resurfacing roadworks on Young Street, between Playne Street and the roundabout south of Wells Street (near Tasman Meats).
Sunday 19 to Thursday 23 January, 2020
To minimise disruption, works will occur at night between (6pm–6am)
These works are part of Council’s Preventative Maintenance Program which aims to repair and resurface roads prior to significant deterioration.
These works are being undertaken overnight, when traffic is minimal to ensure the safety of motorists and road workers, and to minimise disruptions to local businesses, residents and traffic.
This section of Young Street will be closed to through vehicle traffic from 6pm to 6am and detours will be in place.
Limited bus services will continue to travel through the works zone and allow passengers to embark and disembark at relocated bus stops.
One bus service (901), departing from Young Street outside the Frankston Station to Melbourne Airport, will detour through Wells Street and then divert back to its regular route.
Access to businesses
Pedestrian access to adjacent businesses and residences will not be affected, and traffic controllers will be on-site to assist motorists, buses and pedestrians around these roadworks.
Some inconveniences may include:
- Bus relocations and minor bus rerouting
- Noise and dust from construction equipment
- No access for through traffic (other than buses) during roadworks (nigh time only)
- No on-street parking in the work zone during nigh works
Emergency Services will have access to the site if needed.
Deliveries to traders
If your business receives pre-arranged deliveries during the scheduled night works, these need to be coordinated with Council to ensure access is available.
Notification is needed at last 48 hours prior to your expected delivery.

Ballam Park Reserve – Car Park Construction

Timing of Works: Commencing Monday 13 January 2020 with construction anticipated to be completed end of February 2020 subject to weather and site conditions

Disruption Expected: Access to construction site and as illustrated on the site establishment plan will be restricted for the duration of Works. The public shall use the remaining car parks located on Cranbourne Rd Service Lane.
Langwarrin Park Preschool Refurbishment Works
Location: 29R Northgateway, Langwarrin.
Description of Works:
- Demolition works
- New community Room addition to the foyer area
- Refurbishment of the existing kindergarten
Timing of Works: Commencing Wednesday the 6th of November – Completion 24th January 2020
Disruption Expected: The works will be staged with phase A in the foyer area follow by phase B in the kindergarten commencing 9 December 2019. A staging area will be setup and hoarded off in the car park at the front of the facility throughout the duration of the works.
Woodlands Precinct Local Area Traffic Management Works
Location: Myrtle Street, Edward Street, Larch Street and Potts/Granite Drive.
Description of works: On behalf of Frankston City Council DM Roads will be completing works along Myrtle Street, Edward Street, Larch Street and the intersection of Potts Road and Granite Drive. The scope of the works include but are not limited to:
- Larch Street: Traffic island, signage and line marking installed between 20-24 Edward Street
- Potts Road/Granite Drive: Kerb and channel renewal, footpath, pram crossings and roundabout installation, drainage works, signage and line marking installation between 34-44 Potts Road and 89-91 Granite Drive
- Edward Street: Traffic island signage and line marking installation between 21-11, 37-43, 47-55 and 67-73 Edward Street.
- Myrtle Street: Kerb and channel renewal, traffic island, concrete edge strip, signage and line marking installation between 7-11 Myrtle Street.
Timing of Works: Commencing October 2019, expected completion by February 2020
Disruption expected: Works have been planned to minimise the inconvenience to surrounding business owners, residents and the local community. During the day, traffic management will assist vehicles and pedestrians through the worksite.
Overport Park - Sports Pavilion and Oval Upgrade
Description of Works: Frankston City Council in partnership with the Victorian Government is developing an exciting new sports pavilion and upgrades to Oval 2. Key features will include:
- Female-friendly change rooms
- Unisex umpire facilities
- Community room, kitchen and amenities
- Public toilets and new car parks
- Oval 2 refurbishment including irrigation and drainage and fencing
Timing of Works:
- Oval reconstruction: August to December 2018
- Pavilion construction: October 2018 to December 2019
Frankston Line Crossings managed by Level Crossing Removal Authority
Works Commencing: November 2015
Duration of Works: Ongoing for the next eight years
Location: Various locations along the Frankston Line
The upgrade of Frankston Station is expected to start in autumn 2018.
Description of Works: Removing 50 dangerous and congested level crossings will transform the way people live, work and travel across metropolitan Melbourne and improve safety for drivers and pedestrians
Disruptions Expected: Buses will replace trains during some stages and nearby car parking areas may also be restricted.
