Yamala, Wisewould and Flame Robin Reserves - Playground Works

Description of Works: Demolition and replacement of play equipment including softfall mulch, softfall rubber, grass and plant works. 

Timing of Works: Mid April to late June 2019, subject to weather and site conditions.

Disruption Expected: Site, Traffic and Pedestrian Management will be in place for the entire duration of works to maintain public safety. Every effort will be made to minimize inconvenience however there may be some minor disturbance to residents during this time.

Keast Park - Shade Structure Works

Description of Works: Shade structure over sandpit, a portion of the dune protective fencing, surrounding vegetation and seating, with the remainder of the reserve available for use.

Timing of Works: Currently underway until mid-April 2019 (anticipated)

Disruption Expected: The remainder of the reserve is available for use.

Frankston Visitor Centre - Beach Wheelchair Enclosure & Decking

Description of Works: Remove, modify and reposition Beach wheelchair enclosure, replace rear decking with Modwood decking, replace entry ramp decking, reinstate trench grate drainage at rear decking

Timing of Works: Works scheduled to commence Monday 8 April 2019 and be complete within 2 weeks

Disruption Expected: Public access will be restricted to works area. Use of rear door will be restricted during deck replacement although available to staff at open and close (and in case of emergency).

Lloyd Park, Langwarrin - Netball Court Redevelopment

Description of Works: Redevelopment of Langwarrin Netball Courts at Lloyd Park. The works involve the redevelopment of the 4 netball courts and new lighting.

Timing of Works: Monday 25 March till 31 July, 2019.

Disruption Expected: Pedestrian access between netball and tennis courts will be closed. All works are weather permitting and may be delayed outside the above times.

Level Crossing Works - Buses Replacing Trains in Carrum & Seaford

Works are underway to remove three level crossings in Carrum and build the Kananook Train Storage Facility. To enable our crew to carry out works safely, temporary rail line closures are required.

  • Buses replace trains between Mordialloc and Frankston from Monday 1 April to last service on Wednesday 3 April to allow us to make important upgrades to rail signalling and structures.

Please note there are also network wide rail disruptions in April, visit the PTV website to check if you’re affected.

During the Frankston line closure, works will take place 24 hours a day. Construction activities will take place along the rail corridor between Breeze Street in Bonbeach and Kananook Station in Seaford.

Disruptions Expected:

  • Construction personnel, vehicles and equipment on site.
  • Works taking place 24 hours a day, generating some noise and dust – which will be closely monitored by our environment team. Some targeted lighting will be used at night; however, we will minimise impacts to residents where possible.
  • Lane closures between 9.30am to 3.30pm each day on Station Street between the Station Street level crossing and Breeze Street, Bonbeach.
  • Short term lane closures on the Nepean Highway between 9.30am to 3.30pm each day.

Sweetwater Creek Reserve Works

Description of Works: The scope of works includes replacement of kickrails, handrails, stair treads, decking, and substructure timbers as required. Renewal works being undertaken on existing boardwalks, stairways and a pedestrian bridge within the lower Sweetwater Creek Reserve, between Liddesdale Ave (North End) and Fenton/Hoadley (South End).

Timing of Works: Commencing Wednesday 31 March, with an expected total duration of 3-4 weeks.

Location of Works and Disruption Expected: The path will remain open for the main duration of works on the boardwalks and stairways when safe and practical to do so, however on some days (during bridge works) a full closure will be required. Path closures will be implemented during the middle of the day, outside of peak usage times, as achievable. Appropriate advanced signage and a detour route for pedestrians will be in place on site as shown below:

McClelland Drive Shared Path Works

Location: McClelland Drive, Skye from Centenary Park Drive to Darnley Drive.

Project Details: Construction of shared path along McClelland Drive from Centenary Park Drive to Darnley Drive, Skye including Vegetation removal, minor stormwater drainage, and intersection works with reinstatement of nature strip occurring once works complete.

Timing of Works: Works will commence in the third week of March 2019 and are expected to take around 8-12 weeks to complete, subject to weather and site conditions.

Disruptions Expected: Some minor delays can be expected due to construction activity. Traffic management will be onsite whilst works are in progress to assist with access to properties. Residents and nearby schools have been notified of the upcoming works.

McClelland Reserve Works

Location: McClelland Drive, Frankston

Description of Works: Council is working to reconfigure the dog free roam and Frankston Dog Obedience Club grounds. The works include

  • Top dressing the area with soil to remove damage from pond water caused by previous heavy rains.
  • A contractor was also appointed to undertake car park works at the McClelland Reserve car park, which commenced in mid-February. 
  • The car park works are being staged to ensure minimal impact for reserve users and the 2019 soccer season.
  • The first section will be the southern section near the soccer club rooms. 
  • Once these works are completed, the contractor will open this section of car park and begin works on the northern section.  

Timing of Works: Commencing 20 February 2019, works expected to be completed mid April.

Disruption Expected: The club grounds and dog free roam area will remain closed until mid April to allow grass to re-establish. Please also note there will be a scheduled power outage to allow for a power upgrade over the 14-15 March.

Warrandyte Road, Langwarrin - Road Widening and Reconstruction

Location: Warrandyte Road, Langwarrin (between Robinsons Road and Healsview Court)

Description of Works: The scope of works includes repaving the existing road surface and gravel shoulders with asphalt. The works will also include the installation of new stormwater drainage, limited sections of kerb and channel, and associated reinstatements to vehicle crossings and nature strips.

Timing of Works: Works are scheduled to commence mid-Feb 2019 and are expected to take 2 months to complete, subject to weather and site conditions.

Disruptions Expected:  For short periods of time, vehicle detours and temporary lane closures may be in place, with access to properties and local traffic maintained for the majority of works. Detoured traffic will be directed via Robinsons Road / Fulton’s Road / Golf Links Road.  Traffic controllers will be onsite whilst works are in progress to assist with property access.

Valley Road, Langwarrin - Reconstruction Works

Description of Works: The works will involve the excavation, services installation and road pavement reconstruction along Valley Road from McClelland Drive to Potts Rd and during these works; construction vehicles will access the works along Valley Road.

Timing of Works: Works are expected to start during the first week of January 2019 and be completed by April 2019; with the working hours being 07:30am to 5pm Monday to Friday and on occasions a Saturday

Disruption Expected: Traffic management measures will be applied to ensure the safety of workers, residents and the community.

Ballam Park South Sports Pavillion Construction

Location: 260R Cranbourne Road, Frankston (Behind Ballam Park Playground)

Description of Works:

  • Install temporary storage containers (already delivered on site)
  • Demolition of existing pavilion
  • Install temporary portable change rooms
  • Install temporary site shed and site hoarding
  • Construction of new Ballam Park South Sports Pavilion
  • Associated services and landscape works
  • Associated carparks

Timing of Works: Commencing Monday 14 January 2019 with construction anticipated to be complete within 12 months subject to weather and site conditions.

Disruption Expected: Access to the pavilion and immediate surrounding area as illustrated on the attached site establishment plan will be restricted for the duration of Works.

Road Construction Works - Langwarrin South

Project Details: Road construction including stormwater drainage, kerb and channel, road pavement and asphalt works, and reinstatements to vehicle crossings and nature strips.

Location: Newton Avenue and Weeroona Road, Langwarrin South, including the upgrade of the intersection of Newton Avenue and Warrandyte Road.

Timing of Works: Works will commence on Monday 26 November, 2018 and are expected to take around 6 months to complete, subject to weather conditions.

Disruptions Expected:  Some minor delays can be expected due to construction activity. Traffic management will be onsite whilst works are in progress to assist with access to properties.

Overport Park - Sports Pavilion and Oval Upgrade

Description of Works: Frankston City Council in partnership with the Victorian Government is developing an exciting new sports pavilion and upgrades to Oval 2. Key features will include:

  • Female-friendly change rooms
  • Unisex umpire facilities
  • Community room, kitchen and amenities
  • Public toilets and new car parks
  • Oval 2 refurbishment including irrigation and drainage and fencing

Timing of Works:

  • Oval reconstruction: August to December 2018
  • Pavilion construction: October 2018 to December 2019

Frankston Line Crossings managed by Level Crossing Removal Authority

Works Commencing: November 2015

Duration of Works: Ongoing for the next eight years

Location: Various locations along the Frankston Line

The upgrade of Frankston Station is expected to start in autumn 2018.

Description of Works: Removing 50 dangerous and congested level crossings will transform the way people live, work and travel across metropolitan Melbourne and improve safety for drivers and pedestrians

Disruptions Expected: Buses will replace trains during some stages and nearby car parking areas may also be restricted.
