NDIS in Frankston City

Frankston City Council has commenced contacting residents who receive disability care services from Council in relation to the forthcoming National Disability Insurance Scheme (NDIS) roll out.


The NDIS, which rolls out across Frankston City from 1 April 2018, provides funds directly to people under 65 with a permanent and significant disability.


Following thorough investigations and expert advice, Council has not registered as an NDIS service provider and will no longer take on new clients who are eligible for NDIS services. However, Council will continue to provide services to existing eligible NDIS clients until they transition to their planned provider.

For those under 65 years of age who need services but are ineligible for NDIS, Council may provide services under the Home and Community Care Program for Younger People (HACC PYP) funded program.

Frankston City Mayor Colin Hampton said that “While this is a significant change to the disability services landscape and directly impacts on the services offered by Council it is pleasing to see the funding going directly to the clients to make their own choice over the service they receive, who they receive it from and when they receive it.”

“Council is committed to ensuring that all affected residents have the information they need, are offered support and advice regarding their transition to the NDIS and will continue to deliver services to people under 65 years of age eligible for HACC PYP and not eligible for the NDIS.”

The services affected by this change include:

  • In-home support such as domestic assistance, shopping assistance, personal care and respite care
  • Social support and access
  • Home maintenance.

Council will continue to provide:

  • Services to existing clients aged over 65
  • Service to HACC Programs for Younger People (eligible clients under 65 who are not eligible for the NDIS)
  • Home care
  • Personal care
  • Respite care
  • Social support and access
  • Delivered meals
  • Home maintenance and modifications.

Council is committed to a continued role in planning, advocating and leadership in disability support across Frankston City.
