Proposed sale of land and Government Development

Location: 17-21 Evelyn Street, Frankston

What is being proposed?

A developer is proposing to purchase the site at 17-21 Evelyn Street (see map below) to build and manage a new facility for the Department of Health and Human Services and Department of Justice & Community Safety. Both of these departments require new facilities and office space to provide important community services to Frankston and the surrounding area:

  • In the case of DHHS, the facility will allow the department to provide crucial services relating to child protection, disability accommodation and public housing.
  • In the case of DJCS, the facility would be conveniently located across the road from the justice precinct, allowing the department to not only provide community correctional services and youth justice, but also house the Sheriff’s office, deal with consumer affairs matters and administer Births, Deaths and Marriage.

Why is this necessary?

The Department of Justice & Community Safety and the Department of Health and Human Services have experienced significant client and staff growth and can no longer expand at their current location.

What do the Department’s require?

The new premises in Frankston is required to be:

  • Within 800m of the Frankston railway station and with good access to public transport generally.
  • Provide safe and secure at-grade customer access points which are clearly visible and accessible by all people.
  • Contemporary, modern and energy efficient office space.
  • Provide adequate car parking spaces.
  • Within close proximity to the existing police station and magistrates court facility.

How will this benefit the local area?

  • It will mean we can continue to provide important community services to the people of Frankston and the surrounding community in a facility that suits the needs of both departments.
  • It will create 100 jobs during construction and an approximate 20% increase in Government jobs for the Departments.
  • The developer is committed to engaging local contractors to construct the new building and maintain it once complete.
  • The proceeds of sale will allow Council to invest in other green spaces around Frankston.

Where is the proposed location?

The proposed location for the development is 17-21 Evelyn Street, Frankston as shown on the map below. It is an open space owned by Council which is currently underutilised. Importantly, it is located across the road from the Frankston Police Station and Magistrates Court.
