Due to the evolving situation surrounding COVID-19 and the announcements by Federal and State Government regarding public health and safety, the following Council services have/have not been affected:

Services impacted

Maternal and Child Health Services

Information for parents with infants and young children from the Department of Health and Human Services - 27 March 2020 (237KB)

Council’s Maternal and Child Health services will be operating at reduced capacity until further notice. Please note:

From 23 March our service is reducing face to face contact wherever possible and offering the MCH services, including home visit with a telephone consultation.

  • We will prioritise essential face to face appointments only for at risk and high needs parents and children
  • We will minimise the physical contact by only offering face to face contact for up to 15 minutes.
  • Clients with previously booked appointments will have a text message sent to them that the appointment has been changed to a telephone consultation.

We ask clients to please contact 97841756 if they wish to make MCH appointments.

  • All previously scheduled appointments will go ahead as telephone consultations
  • Priority will be given to babies 8 weeks and below however telephone consultations for older children are available
  • All Drop In sessions are cancelled until further notice
  • All New Parent Groups and Parent Education Sessions are cancelled until further notice
  • Supported Playgroups are cancelled until further notice. All enquiries email:
  • Home Visits for new babies will continue but will be via telephone consultation initially. A precautionary screening will continue to occur over the phone when we confirm your appointment.
  • If you have any questions please call 9784 1756 and request to speak to an MCH nurse
  • If you have an appointment scheduled and are unwell, we ask that you call 9784 1756 to reschedule your appointment.

Aged services

  • Assessments to access required in home support services by default will be completed via phone. If you require a face-to-face assessment, please discuss with our Assessment Intake Officer at time of booking
  • Planned Activity Group – Bus outings are suspended until further notice – other modes of social support are in place
  • Community Transport Bus -  suspended until further notice
  • In home services: Personal Care, Home Care and Unescorted Shopping services continue to be delivered with adjustments to support both Client and Staff safety at this time (Escorted Shopping and Respite Care suspended at this time)
  • Home Maintenance – Services running with requests attended to on a priority basis
  • Pot Luck Program cancelled until further notice
  • Recruitment for new Volunteers is currently on hold – any enquiries please contact Team Leader Positive Ageing 9784 1324

Youth Services

All face-to-face programs have been cancelled including:

  • March/April School Holiday Program
  • Frankston Youth Service events (Youth Carnival Day and Open Mic Night)
  • Drop In programs
  • Outreach
  • L2P Program
  • Recording Studio (FrEEZA)

If you have provided a payment for any activities, we will be in contact with you to reimburse your payment as soon as possible.

Community Centres

Closed to the public until further notice.

These include:

  • Frankston North Community Centre
  • Frankston South Community and Recreation Centre
  • Ebdale Community Hub and Learning Centre - Including the Impact Volunteering Referral Desk. Impact Volunteering can be contacted via email only. Please do not leave any voice messages as phones will not be monitored during this time
  • Karingal PLACE Neighbourhood Centre — with the exception of essential Maternal and Child Health services (see below and above), community kindergarten and Karingal Primary School
  • Youth Central and other youth services

Services not impacted

At present, the following Frankston City Council services are operating as normal. However, the Victorian Government’s Department of Health and Human Services (DHHS) is the lead authority and Council takes all direction from this agency and the Chief Health Officer.


All sessions are now by appointment only. Please note the existing drop-in immunisation calendar for 2020 is no longer valid.

Waste and Recycling 

Council's waste and recycling collection service continues, however household bin collection has commenced 30 minutes earlier than usual to allow our service provider to stagger start times of staff in order to exercise social distancing. 

To reduce manual handling of bins, it would be helpful to place your bin for collection in a spot that won’t be blocked by parked cars, such as your driveway and close to the kerbside so the arm of the truck can reach it easily.

Please continue to put your bins out the night before collection.   

Frankston Regional Recycling and Recovery Centre - FRRRC

FRRRC is closed to the public (except for commercial customers) from 11:59pm Wednesday 5th August until the conclusion of stage 4 restrictions. If it is a commercial business that stage 4 restrictions allow to continue to operate, then they can utilise FRRRC. They will need to provide evidence.

Street Sweeping Service

Council's Street Sweeping service is operating as normal. Please check back here for any future updates.

Meals on Wheels

Meals on Wheels – continues to be delivered to eligible residents. Please contact our Intake Officer to enquire on 9784 1933
