Ebdale Hub is owned, managed and operated by Frankston City Council and is a child and family friendly venue that is a base for a number of community organisations and services providers.

Programs at Ebdale Hub

Please note that Ebdale Hub does not run our own programs. We are a space for community organisations and service providers to hire rooms and utilise these at a cost.

Getting There

  • Ebdale Hub is 700 metres from Frankston Train Station, alternatively, Ebdale Hub is one stop from Frankston Train Station on Bus 832.
  • Ebdale Hub is conveniently located in between Peninsula Link/ Frankston Freeway and Nepean Highway, close to Bayside Shopping Centre. 

Parking

Entry is ONLY via Ebdale St. When exiting from the main carpark, please exit via Ebdale Street. Please refrain from using Ebdale Lane whenever possible. Limited parking is available on-site for those attending Ebdale Hub. An Ebdale Hub Parking Permit is required if parking for longer than 4 hours in the main car park.

Main car park (4-hour limit only without a permit):

  • Daily Permit (for visitors) allows for all day parking for the date of issue only.
    • If you require a Daily Permit for multiple days; collect a new Daily Permit each day.
    • The Daily Permit can be collected from the permit holder at Reception.
  • Yearly Permit (staff/volunteers) issued to those at Ebdale Hub for 4 hours or more, from 8am – 6pm Mon to Fri (3 days or more) and allows for all day parking every day until expiry date. It is registered to you.

4 Hour parking (near Reception): 4 hours parking ONLY. Permits DONT apply.

20-minute parking bays (Past the entrance): 20-minute parking ONLY. Permits DONT apply.

Building Access

Ebdale Hub operating hours are 9.00am – 5.00pm Monday to Friday.The automatic front entrance door are open during the above time as well as Saturdays 10.00am – 4:00pm (when the Frankston Toy Library is open). The doors are automatically locked at all other times. A Frankston City Council staff member may not be available onsite at all times.

Hirers requiring access outside business hours will be allocated a swipe card. Swipe cards are registered to the named hirer, or nominated representative, and MUST NOT be swapped or given to an unauthorised person.

Collection of the swipe card and induction of its use will be required to be undertaken during business hours. To collect a swipe card you will need to show photo identification and sign to collect it.

In the event that a swipe card is lost or stolen, the hirer may be charged for a replacement card. Please notify Ebdale Hub immediately via email.

Requests for additional swipe cards can be made in writing to Ebdale Hub: ebdale@frankston.vic.gov.au. Please include the following information in your request:

  • The individual’s full name
  • Their contact details, including their hours of work and
  • The role of the person for whom the swipe card is required for.

If approved, please allow at least two (2) business days for the set-up of a new swipe card.

When a hirer or nominated swipe card holder finishes at Ebdale Hub, their swipe card should be returned to staff in person. New swipe cards will be allocated to any replacement staff or facilitators once the request has been processed.

Venue Hire

Ebdale Hub is a Frankston City Council run community centre with rooms that are suitable for meetings, community activities/ education, workshops and training programs. Rooms are NOT available for parties, sales events and family gatherings. Priority is given to local community and not-for-profit groups.

Applications to Use

Bookings are subject to availability and approval. 

Please note that approval can take up to 5 working days, so do not advise your group of any bookings until all group facilitators have undertaken an Induction at the Centre, you have been assigned a swipe card and your booking has been confirmed via email.

Applications to hire Ebdale Hub rooms must be made in writing, using the Ebdale Hub - Venue Hire - Application(DOC, 2MB) form. To request a copy, please email: ebdale@frankston.vic.gov.au.

Viewing a Venue

To confirm the venue is suitable for your activity, you may inspect it before submitting an application. To do so, please contact Ebdale Hub to arrange a time, please email: ebdale@frankston.vic.gov.au.

Booking Time

When a space is hired, the booking time requested must allow a sufficient amount of time for set-up, pack-up and cleaning. In the event that a space is vacated earlier than the agreed conclusion time, no refunds or time credits will be issued.

Booking Confrimation

Your booking is not complete until you receive an email of confirmation from Ebdale Hub. To have your booking confirmed a completed Ebdale Hub Room Hire Application form must be submitted.  

Cancellations and Refusal to Hire

  • By the Hirer: Hirers are required to provide at least seven days’ notice for all booking cancellations to be eligible for a refund. Notification of a cancellation will only be accepted in writing. Please email: ebdale@frankston.vic.gov.au.
  • If this is not done, Ebdale Hub reserves the right to charge the hirer for any extra chargers incurred. Failure to comply may result in your organisation incurring the costs of hire.
  • By Ebdale Hub: Ebdale Hub reserves the right to cancel bookings at any time. If it is necessary to cancel a booking, any payment made for hire will be refunded.

Ardoch Youth Foundation

Ardoch Youth Foundation is a children’s education charity focused on improving educational outcomes for children and young people in disadvantaged communities. Ardoch partners with schools and early year services to deliver tailored education support programs that aim to increase engagement in education, build aspirations, enhance learning outcomes and increase the confidence of children and young people living in disadvantaged communities.

Brotherhood of St Laurence – Saver Plus Program

Saver Plus is a ten-month program which helps those on lower incomes to develop a lasting savings habit.

As a reward for regular savings Saver Plus will match deposits up to $500.

Matched funds are used to purchase Educational items such as laptops, text books, uniforms, sports lessons and more.

Participants attend fun, free and informal financial education workshops which provide tips and tricks to stretch the family dollar further.

Who can Join?

  • Be at least 18 years old  and
  • Have a child at school or attend vocational education yourself and
  • Have some regular income from your work (you or your partner) and
  • Have a Centrelink, Health Care or Pensioner Concession Card and
  • Be in receipt of an eligible Commonwealth social security benefit, allowance or payment (many payments are eligible)

Frankston Life

Frankston Toy Library

The Frankston Toy Library provide families, community groups and organisations that work with children, an array of quality toys, games, activities and equipment for an annual fee. The Frankston Toy Library is one of the largest services of its kind in Australia and is primarily operated and managed by volunteers.

Donations

Frankston Toy Library does accept donations however staff will inspect the potential donations during their business hours, before accepting.

Donations must be in good working order and must be full sets.

Please note: The Frankston Toy Library does not accept soft plush toys.

Donations cannot be left at the entrance of the Frankston Toy Library or Ebdale Hub.

Frankston City Council – Enhanced MCH

Frankston City Council offers an Enhanced Maternal and Child Health Service which assists children and families with additional needs. This is a free in home and confidential service to assist each family with their individual circumstances to ensure that each child has the best possible outcome. Eligibility requirement apply.

Frankston City Council - Fresh Entertainment - Recording Studio

Fresh Entertainment is comprised of both youth workers and volunteers who dedicate their time to organising live music and cultural events for the Frankston community. The group entertain the people of Frankston with events that are both safe and enjoyable, while providing young people with the opportunity to become involved in their local community. Fresh Entertainment has a Recording Studio within Ebdale Hub. This service is available for young people under 25 years of age.

Frankston City Council - Impact Volunteering

The valuable work of Impact Volunteering continues under the management of Frankston City Council. Over the years, Impact Volunteering evolved to promote volunteering and support organisations via a range of projects, activities and events. This included the creation and management of the annual Volunteer Expo and Volunteer of the Year Awards. Mission Australia

Mission Australia provides homeless and social housing support, Families and Children’s services, Youth services, Disability inclusion and support, Employment skills/ training as well as Alcohol/ drug/ dependencies support Australia wide.

Mission Australia delivers the ParentsNext program from Ebdale Hub. ParentsNext can assist a parent of a child aged between 6 months and 5 years of age to be ready to re-enter the workforce as your child reaches school age. ParentsNext aims to increase the parent’s independence by having a positive impact on the quality of their family life.

Peninsula Community Wig Centre

The Peninsula Community Wig Centre is a free service for women in Frankston and the Mornington Peninsula area who have lost their hair due to chemotherapy treatment. The service is run by dedicated volunteers many of whom are trained hairdressers. There are a variety of wigs and scarves available on loan, with over 1000 wigs being loaned since its opening. A confidential appointment can be arranged with one of the team of volunteers who are trained and very discreet.

St John Ambulance

St John Ambulance is Australia’s leading provider of first aid services, training and equipment. St John Ambulance is about saving lives through First Aid with the aim of having at least one person to be educated, equipped and prepared to provide First Aid in every home, workplace and public gathering.

Adults:
St John volunteers deliver event health and community services, raise funds, attend events and run the St John youth programs. Becoming a volunteer is a rewarding way to meet new people, help the community, and save lives through First Aid and advanced pre-hospital care.

Youth Program (open to 12-17 year olds):

The people on the scene at an emergency before the ambulance arrives play a vital role in saving lives. St John will provide you with important First Aid skills that may help save a life.
