At its 14 October 2019 Ordinary Meeting, Frankston City Council resolved to adopt the Frankston Green Wedge Management Plan (October, 2019). The Minister for Planning has now authorised the public exhibition of Amendment C140 to the Frankston Planning Scheme.
Amendment C140 applies to Frankston City Council’s Green Wedge areas which consists of six precincts as shown on the map below:
Amendment C140 is required to enable the Green Wedge Management Plan, October 2019 (GWMP) to be referenced in the Frankston Planning Scheme and to update the relevant clauses within the Municipal Strategic Statement (MSS).
This amendment will update and strengthen the strategic directions in relation to Frankston’s Green Wedge currently in the Frankston Planning Scheme.
The GWMP has been prepared in accordance with Planning Practice Note 31 (PPN31). It is underpinned by substantial strategic work and community consultation.
The GWMP provides a vision for the next 20 years for the management of the green wedge and a framework for the ongoing protection and management of its portion of green wedge in the South East and Mornington Peninsula Green Wedges.
It is envisaged that the updated MSS and referencing of the GWMP will provide greater certainty for landowners, residents, investors and authorities regarding the long term vision and management of the area.
The updated MSS and LPPF will further assist Council with decision making for this highly significant portion of the municipality (some 35% of land within the Frankston municipality is in the green wedge).
The GWMP and action plan seeks to protect and strengthen the role of the green wedge including the agricultural land use and environmental values as a non-urban area, it is expected to achieve net community benefit for the local Frankston community and for Melbourne more widely.
The amendment will update Clause 21.02, Clause 21.04-2, Clause 21.04-6 and Clause 21.09-2 of the Frankston Planning Scheme and include the GWMP as a reference document. Further strategic work including preparing a Green Wedge local planning policy form part of the implementation of the GWMP.

Amendment C140 Planning Panel Hearing
Due to COVID-19 and the associated physical distancing requirements, a Directions Hearing for Frankston Planning Scheme Amendment C140 was held by video conference on 1 October 2020.
The Main Hearing is scheduled to commence by video conference on 26 October 2020 and will run for 5 days.
Parties to the Hearing have been contacted regarding these arrangements. The Panel will hear this matter in an open forum, consistent with its obligation to conduct hearings in public.
