You will need a permit to construct, remove, change or upgrade a vehicle crossing. A vehicle crossing permit ensures the public and Council assets are kept safe during building work.
We prefer you submit your application online. If you're unable to apply online, you can apply via email, mail or in person.
If the road you're working on is managed by VicRoads, you will need to get approval from VicRoads and provide a copy of the approval letter with your application. To find out which authority manages the road you’re working on, visit our Public Road Register or VicRoads.
We also recommend contacting Dial Before You Dig to confirm if there are underground services that may impact works.

We will process your application within 5 business days. Building work (including excavation, boxing and reinforcement) must not commence until your permit has been issued. Your permit will include details on the crossing type you are able to construct.
Once you receive your permit, you can advise your concreter to 'box up' the crossing. You will need to request a pre-pour inspection one day prior to pouring the concrete. Please ensure the site is fully prepared. A Council Officer will inspect the site and if approved, the concrete can be poured.
You will need to notify us when works are complete so that a Council Officer can inspect the site to ensure works have been completed to a satisfactory standard.
Your permit is valid for 12 months from the date of issue.
