Summer Beach Restrictions
The summer beach restrictions for dogs starts on 1 December until the end of March annually.
Dogs are not permitted on any beach (excluding the Keast Park off lead area) between the hours of 9.30am and 7.30pm during:
Dogs are permitted on the beach before 9.30am and after 7.30pm provided they are under the effective control of a chain, cord or lead.
Owners of dogs must ensure they have a plastic bag or similar item with them to clean up after their dog. Failure to do so can result in an infringement being issued.
Council has a number of designated reserves called Free Roam Areas where dogs can be exercised off-leash, provided they are under effective control of the owner. This includes a 24/7 off lead beach area located near Keast Park. Please note there is limited parking available at Keast Park so please make sure you follow the parking rules in the area.
Some conditions apply at certain locations so please read local signs. Free Roam Area brochures are available from Council.
Animal Management Officers conduct daily patrols (including weekends and public holidays). Penalties may be issued.
City Centre Dog Access
Dogs are permitted in central Frankston, provided they are on lead, registered, wearing their registration tag and you are carrying a device to clean up any dog waste. Failure to do so can result in an infringement being issued.
Keast Park Horse Beach Access Permits
Council implemented new permit fees and permit conditions at the Keast Park horse beach facility from 1 July 2012.
The new fee structure was implemented in response to concerns raised by the community and internal stakeholders regarding the sustainability of the Keast Park Horse Beach facility and the cost to ratepayers for the ongoing maintenance and cleaning required at this location.
From 1 October 2012, all permits previously issued for the riding of Horses at Keast Park were revoked those wishing to continue use of the Keast park facility for horses need to re-apply along with an applicable fee.
Any person without a valid permit and in breach of the permit conditions may be issued with Penalty Infringement Notices.
