Bin Information

Through Council’s kerbside waste collection service, the following charges apply from 1 July 2021. Please note fees for bins are subject to change on 1 July 2022.

Bin sizes and costs:

• 80 litre garbage bin and 240 litre recycling bin - $335.50 per year
• 120 litre garbage bin and 240 litre recycling bin - $421.30 per year
• Second 240 litre recycling bin for households - $50 per year
• New or additional 240 litre recycling bin for commercial properties - $225.20
• 240 litre garden waste bin (optional) - $150.20 per year 

Please phone Council on 1300 322 322 to organise a new or replacement bin.

New or replacement bins are normally delivered within 5 business days after Council has received payment.

Complete the relevant online form to organise a bin repair or replacement..

• Report your damaged bin
• Report your bin as missing

Your bin will be repaired within 3 business days of contacting Council (if your bin is empty). If your bin is not empty, a repair person will come after your next bin collection day.

The repair to your bin will take place on your nature strip (or collection point) and is a free service.

What goes in your garbage bin?

• Biodegradable, degradable and compostable plastic packaging, plates and cutlery
• Broken ceramics, pyrex and drinking glasses
• Cigarette butts
• Food waste (can also be composted or go in your food and garden waste bin)
• Garden hoses
• Kitty litter and animal waste
• Nappies (wrapped)
• Soft scrunchable plastic packaging, e.g. plastic bags, bread bags and plastic wrap (alternative disposal options available)
• Takeaway coffee cups
• Polystyrene
• Vacuum dust (wrapped)

What NOT to put in your garbage bin

• No recyclables
• No garden waste
• No hazardous chemicals, oil, liquids or paint
• No hot ashes or flammable materials
• No medical or infectious waste, syringes or needles
• No building materials or trade waste
• No item that prevents the bin lid from completely closing

What goes in your recycling bin?

• Aluminium/ steel cans, foil and trays
• Cardboard and paper
• Glass bottles and jars
• Plastic bottles, containers and trays

*** Please remove food and liquid from recyclable items, and where feasible rinse in leftover washing up water before placing in recycling bin.

What NOT to put in your recycling bin

• No building materials or trade waste
• No plastic bottle lids
• No clothing, linen, pet beds or shoes
• No e-waste
• No food
• No garbage
• No hazardous or medical waste
• No motor oil containers
• No nappies
• No plastic bags or other soft, scrunchable plastic packaging
• No polystyrene
• No recycling in bags
• No items that prevent the bin lid from completely closing

What Happens to my Recycling?

After your recycling bin is emptied into a Solo truck each fortnight, the contents are transported to Polytrade’s Materials Recovery Facility (MRF) in Dandenong South. The materials from the recycling bins arrive all mixed together as what is called comingled recycling.

Contaminants are removed manually by sorters (people) and later landfilled. Please don’t bag items as the sorters cannot see inside and assume anything inside a bag is contamination.

The items that can be recovered for recycling are sorted as follows:

• Steel is removed by an overhead magnet while aluminium is repelled by an eddy current of negative ions
• Plastics are blown into another pile by an air classifier and then further sorted
• Glass is separated with a trommel
• Paper and cardboard is removed and baled
• The remaining items are considered ‘garbage’ and sent to landfill

Once sorted and baled, the recyclables are distributed to different facilities both in Australia and overseas:

• Paper and cardboard are processed and recycled in Australia and overseas
• Metals are processed and recycled in Australia and overseas
• Glass can be forwarded to a secondary processing facility in Australia for further cleaning and separation by various colours. This final product (cullet) is used in the manufacture of glass packaging, also in Australia
• Plastics are sent to a secondary optical plastics processing facility where they are further separated into products of value, e.g. HDPE, PET and PP. These secondary sorted materials can then be used in the manufacture of new products both in Australia and overseas

You can now put unpackaged food waste in your food and garden waste bin.

Council provides an optional "user-pays" fortnightly collection for food and garden waste - such as grass, leaves and prunings. Waste placed in this food and garden waste bin is recycled into garden products such as mulch and compost. Your food and garden waste bin is collected on alternate weeks to your recycling bin.

What goes in your food and garden waste bin?   

• Flowers
• Food waste (unpackaged), including meat scraps and bones, seafood, citrus, bread, rice, leftovers and egg shells
• Garden prunings, including weeds
• Grass clippings
• Leaves
• Shrubs
• Small branches and twigs (maximum size: 10cm diameter by 30cm length)

What NOT to put in your food and garden waste bin

• No branches or twigs larger than 10cm in diameter and 30cm in length
• No cigarette butts or ashes
• No cutlery or crockery (even if it is compostable/ biodegradable)
• No dirt, soil or turf
• No glass or metal
• No large logs or stumps
• No nappies and baby wipes
• No packaged food or food packaging
• No pet faeces or kitty litter
• No plastic (including degradable, biodegradable plastic), such as plastic bags
• No hazardous or medical waste
• No building materials or trade waste
• No vacuum dust
• No items that prevent the bin lid from completely closing

Garden waste can also be taken to the Frankston Regional Recycling and Recovery Centre (FRRRC) for a charge.
