Foreshore Parking Permits
Foreshore parking permits allow residents & rate payers displaying a permit to park free in the identified foreshore car parks in Frankston and Seaford. There are two different types of permits, one for ratepayers and one for tenants.
Foreshore Parking Permit Eligibility and Registration
To be eligible to receive a Residential Foreshore Parking Permit an applicant must:
- Be a residential rate payer of Frankston City
- If a tenant residing in Frankston City, produce evidence of residency in the form of a current Drivers Licence, utility bill (not a mobile telephone), or residential lease agreement
- Have an applicable vehicle(s), which is not a boat, bus, trailer, truck, caravan or motorcycle
- Apply for a Foreshore Parking Permit using a Council approved application process / form

Permit holders can park for free at the following 7 foreshore locations in Frankston City:

Parking time limits still apply so take note of parking signs. Parking permits are not valid in other areas or parking zones around Frankston City.
Displaying Your Permit
The parking permit must be displayed inside the vehicle on the bottom corner of the passenger side of the front windscreen, and be clearly visible from outside. Fines incurred as a result of failing to display a permit correctly will not be withdrawn.
Permits are not transferrable to other people or vehicles. If you are changing over your car, please contact us.
The permit does not guarantee the availability of a parking space. Motorists must park in accordance with regulation or any other signed restrictions, for example, time limit.
Foreshore Parking Permit Guidelines
Ratepayer Foreshore Parking Permits
The current Foreshore parking permits (orange) will expire 30 Sep 2020.
New permits (green) will be available from August 2020.
These will be valid until 30 September 2023.
To be eligible for these permits, you must simply be a ratepayer within Frankston City, whether you live in that property or not – you are still eligible to register.
Permits will no longer be sent out with rates notices in bulk, and will now require registration for record keeping purposes. Ratepayers can register online by entering their name and address, and have the permit/s posted, or register in person (when we re-open and safe to do so) and receive their permit/s on the spot.
Why have we changed to a registration process?
Through reviewing the process around how we provided these permits to our community last time, we recognised it could have been better!
We heard the feedback that you wanted us to bring back the option where customers could come in and collect their permit over the counter if they preferred. We will also be giving the option to reach out and easily receive a replacement in the case of a new vehicle or a newly purchased property. In order to offer these options, we have moved to a registration process so we can keep up to date records of who has received their permits, when and how.

During the peak period (Aug – Nov 2020) customers should allow up to 4 weeks to receive permits via mail. Outside of these busy times should be a standard 10 day turnaround.
Permits are for cars only. They cannot be used and will not be valid if displayed for boats, buses, trailers, trucks, caravans or motorcycles.
Commercial ratepayers are not eligible for these permits.
Households can have a maximum of 5 permits in total. This would be made up of 2 free permits and 3 purchased additional permits.
Additional Parking Permits
Additional permits can be purchased (up to 3 additional permits per property) for a cost of $83 each
If you need to replace your permit for a genuine reason, such as a windscreen replacement, or a purchase of a new vehicle, we will happily provide you with a replacement permit free of charge. You will need to provide us with documentation supporting the reason for replacement, either by uploading it online (and having the replacement permit posted out to you) or over the counter where we can provide your replacement on the spot.
If you simply misplaced your permit or cannot provide documentation to support a genuine need for replacement, you will need to pay a ‘lost permit’ fee of $61 to have the permit replaced. This can be applied for online, or in person and will then be assessed and posted out to you upon approval.
Tenant Foreshore Parking Permits
Tenants can apply for a free 12-month foreshore parking permit by providing proof of identification and residency. Permit applications are assessed and posted out if successful, these are not available for collection in person as they are printed individually.
Tenants must reapply to renew their permit each year.
If you need to replace your permit for a genuine reason, such as a windscreen replacement, or a purchase of a new vehicle, we will happily provide you with a replacement permit free of charge. You will need to request this replacement by providing us with documentation supporting the reasons why. This can be done online, or in person and will then be assessed and posted out to you upon approval.
