Frankston City Household Survey 2021
A Household Survey was conducted in 2021 to collect valuable information about our residents to provide us with a meaningful and reliable snapshot of Frankston City’s population.
The survey was distributed to a random sample of 2,800 households across Frankston City to provide a representative sample.
The survey included an extensive range of questions on the characteristics, behaviours, needs and expectations of our residents. The topics covered in the survey included:
- Health and wellbeing
- Arts and culture
- Sports, recreation and leisure
- Community participation
- Education and employment
- Housing and development
- Access to community services
- Shopping and dining trends
The information collected through the survey is one of the most important ways for us to understand the needs of our residents. The information gathered will assist us to plan services and facilities in relevant areas to meet our residents’ current and future needs. The survey also provides us with detailed information that supplements the ABS Census of Population and Housing, which is conducted every 5 years.
A report has been prepared to provide a detailed overview of the results and to summarise these for each of the 11 local areas within Frankston City. The report also provides detailed examination of many of the results by demographic profile, including age structure, gender, language spoken at home, disability status, household structure and personal or household income.

Frequently Asked Questions
Why did Council need to conduct the survey?
Understanding the needs, views and aspirations of our residents is key to the successful delivery of Council services and infrastructure that meet the diverse needs of our community. The information collected through this survey is important and will assist Council to meet our residents’ current needs and plan for future need.
How was the survey conducted?
Due to COVID pandemic restrictions, the survey was completed by mail. Surveys were dropped off to letterboxes around the municipality with a reply-paid return envelope. Participation in the survey was completely voluntary.
The information residents provide in the survey is strictly confidential. No survey information will be published that identifies individual residents or households. Answers remain anonymous and are combined with other survey participants’ answers to produce a statistical data for the municipality.
The survey was completed by Metropolis Research, an independent company that specialises in conducting household surveys. Any personal details will be kept confidential by Metropolis Research at all times and not be shared with Council or any other parties.
How is the information collected through the survey being used?
The data collected from the survey is being used to assist Council to meet our community’s needs in delivering activities, programs, services and infrastructure within Frankston City.
Examples of what the data is being used for includes service reviews, activities to improve residents’ experience of Frankston City, advocacy to government in areas including transport, strategic priorities and plans in areas like health, wellbeing and housing, activation of the City centre and tracking progress on priorities identified in Council’s strategic plans.
What is the difference between the Household Survey and the ABS Census?
The survey provides Council with detailed information that supplements the ABS Census of Population and Housing. The focus of Council’s survey is understanding the needs, views and aspirations of residents on some key topics that will assist Council to better plan its services and infrastructure.
Most of the questions in the Household Survey are not included in the Census.
The demographic questions in the survey that are the same as the ABS Census are asked to enable Council to breakdown the results into groups for detailed analysis.
