Health Wellbeing and Accommodation Businesses
Frankston City Council’s Environmental Health Unit seeks to ensure beauty therapy businesses, hairdressers, tattooists, body piercing businesses and accommodation businesses are clean, safe and operating in accordance with the Public Health and Well Being Act 2008 and associated Regulations and Standards.
Council Environmental Health Officers conduct regular inspections and compliance checks in conjunction with and investigation of complaints in order to ensure businesses comply with the provisions of the Health and Wellbeing Act 2008 and its relevant Regulations and Standards.
Consumer complaints relating to Public Health and Well Being Act businesses and residential issues are investigated by Council Environmental Health Officers, these may include:
- Unclean premises
- Incorrect techniques or procedures
- Infections contracted from premises
- Unregistered premises
- Overcrowding at accommodation premises
- Vermin infestations
- Maintenance problems
- Residential noise and odour issues
All complaints relating to these matters should be immediately reported to Council's Health Services on 1300 322 322.
Starting a New Business
- It is strongly recommended that all Public Health and Wellbeing Act businesses submit plans for approval prior to commencing any structural works or renovations.
- Complete an application form and attach a copy of the floor plan of the health premises.
- An Environmental Health Officer (EHO) will assess your plans and write to you explaining any amendments required or construction conditions.
- Commence construction of the health premises.
- A final inspection of the constructed premises must be undertaken before trading can commence. If required, a progress inspection may also be carried out. All final inspections must be booked at least 2 days prior to the proposed opening date.
- Submit your Registration Form along with the applicable fee.
- Once the final inspection has been conducted and all relevant documentation has been received, you will be issued with a Certificate of Registration.
Purchasing an Existing Business
Check that the business you wish to purchase is registered with Council. All businesses must register with the Council in accordance with Public Health and Wellbeing Act 2008.
When purchasing an existing business you must complete and return to Council, the Transfer Registration form and the relevant fee.
Your EHO will then conduct an inspection to assess compliance with the current Legislation and Industry Guidelines and provide you with a written report. If a follow up inspection is required this can be arranged prior to settlement or in the following weeks after.
Once all items have been rectified, you will be issued with a Certificate of Registration.
Please note: This does not apply to Notification businesses of Hairdressing or Temporary Make-up. When purchasing an existing Notification business you must complete and return to Council, the Application Form for a Hairdressing/Temporary make-up Business and the relevant fee. The “Starting a New Business” process will follow.
Council strongly advises all potential business owners to contact Council’s Business Concierge Program to obtain advice on any approvals or permits that may be required.
