Frankston City Heritage Study

Recommended Council Action

The following are some of the potential Council actions which would take advantage of these opportunities, following the recommendations of this Study via incentives, promotion or statute:

Farming Landscape
  • continuing identification and protection of the qualities of valued farm landscape precincts;
  • continuing recognition of notable trees and hedges and the use of the planning scheme to assist in their protection;
  • retention of existing mature rural vegetation, trees and windbreaks in new growth areas;
  • maintenance of any surviving landscape character of rural roads;
  • containment of new development within rural buffers.
Historic Areas, Buildings and Trees
  • conserve notable buildings and places;
  • promote conservation, preservation and restoration;
  • amend the planning scheme to protect significant places, using the Victoria Planning Provisions (VPP) heritage, design and landscape overlay clauses;
  • encourage community interest and awareness of the value of heritage through natural and cultural heritage walks, pamphlets, maps, books, signposted tours, open days and awards;
  • continue to identify, list and document areas, gardens, trees and buildings of historical or other special significance;
  • recognise the importance of ongoing collection and housing of historical records, archives and oral history' {see Context, 1993: 416f}
