Frankston City Planning Scheme

Frankston City now administers the former Cranbourne (part) Shire's planning scheme as well as that for the former City of Frankston. Both schemes will be superseded by the Victoria Planning Provisions (VPP) where heritage overlay clauses will replace the existing heritage entries in both schemes.

Heritage Funding For Places Listed In Planning Schemes

Heritage Victoria administers the Victorian Heritage Restoration Fund which can provide financial assistance to the owner(s) of places listed in the planning scheme. The fund will provide loans at low interest rates for capital works for the conservation, restoration or enhancement of historic buildings, sites, structures, gardens or other special places.

Applications for funds should address the need or urgency of the works; the heritage value of the place; if the works comply with recognised conservation practices (such as The Illustrated Burra Charter); any community benefit; and whether the works are eligible for funding from other sources. They should . also include the title details of the place and a description and cost estimate of the works.

Council Initiatives

During the study process the City administration has developed a policy on assistance to owners of heritage properties listed in the planning scheme (see also non-statutory conservation programs) which include:

  • the waiving of planning application fees for approved conservation work on listed heritage properties;
  • 50% rate rebates which are linked with conservation work by owners on their heritage properties (see Part 8, Division 2, section 169 of the Local Government Act 1989, as used by the former Waranga Shire)
  • rate valuations which account for heritage listing, reducing rates and State Land Tax if a property has a reduced redevelopment potential (see Section 2 (8) of the Valuation of Land Act);
  • increased flexibility of land use for heritage properties

Once the type and extent of its planning controls are known, Council should consider funding the preparation of, and adopt as policy, detailed conservation guidelines for each listed heritage place to supplement this study and aid in the administration of any conservation planning controls. This type of work would be done by a heritage adviser or as a separate commission open to tender.

Recommendations
  • The places listed above should be added to the Frankston planning scheme;
  • Any staged planning protection for identified heritage places should use the heritage value as a guide to priority, for example seeking to list the sites of National significance, State, then Regional, then Local in the planning scheme;
  • Council should consult the Heritage Council of Victoria over any proposed development of sites of Regional or State importance in the interim;
  • Heritage skills or qualifications should be included in any tender documents issued for planning services under Compulsory Competitive Tendering.
