
2009 / 2010 EMERGING ATHLETES PROGRAM - FUNDING GUIDELINES AND INFORMATION

Introduction
Frankston City Council's Emerging Athletes Program gives emerging junior athletes in the municipality the opportunity to apply for financial assistance.
Emerging Athletes Program Aims and Objectives
- Promote and develop sport within Frankston City.
- Strengthen local youth participation in sport within Frankston City.
- Facilitate local business support for talented young athletes through formal supporter agreements.
- Give recognition to successful junior sports teams within the Frankston municipality.
- Provide opportunities for local media exposure to talented athletes.
- Provide a consistent and transparent approach to the administration process by an Emerging Athlete Assessment Committee.
Funding Opportunities
Athletes/teams can nominate for inclusion in the program by displaying significant achievements within any sport that has a defined set of rules, is competitive in nature, and provides opportunities for participants to represent Victoria and/or Australia.
Eligibility Criteria
Frankston City Council will only accept one application per athlete or sporting team. Previous nominees are welcome to apply, however, previous winners are ineligible for a period of 12 months.
In its assessment of nominations, the Emerging Athletes Committee will follow the eligibility criteria and guidelines below:
Individual Categories
- Resident of Frankston City
- History of an involvement with a Frankston City sporting club (not a pre-requisite).
- Under 18 years of age as at 1 July 2009
- Competing in their chosen sport at regional, state or national level, or part of a talent identification squad/program. (Preference will be given to those with the highest level of competition)
Team Category
- Recognised Frankston City based sporting club or team.
- Competing at a state or national level as a club or team.
- All representatives are under 18 years of age as at 1 July 2009
Assessment of Applications
- The Emerging Athlete Committee will evaluate nominations for the Emerging Athletes Program.
- Sporting teams can apply for inclusion as a team.
- Nominees will receive written notification as to the outcome of their nomination.
- Successful nominees will be required to attend the Emerging Athletes presentation evening in June 2010.
What is required from the winners
- Permission for their image and person to be used by the supporter to promote their product/services for a period of 12 months from 1 July 2010.
- To wear the supporter logo on training gear/apparel for a period of 12 months from 1 July 2010.
- To acknowledge, where appropriate, the support of Frankston City Council, the Independent Newspaper and allocated supporter in any additional media conducted for a period of 24 months from 1 July 2010.
Funding Conditions
Funding is available under the following conditions:
- Proven eligibility.
- Nominations will only be accepted on official nomination forms submitted by the due date. (No late entries will be accepted.)
- Nominations will be accepted by mail, hand delivered or by e-mail.
- A photocopy of the nominee's birth certificate along with a photo MUST be provided with the nomination (not required for the team category - how are they going to prove they are all under 18 years and we still need a photo for Frankston City News).
Allocation of Funding
- Funding is available only to successful winners.
- Successful nomination as part of the program does not guarantee funding.
- Frankston City Council will provide funds of $500 to successful category winners.
- Up to an additional $500 is available to eligible athletes/teams through a local business. This funding is subject to the procurement of 12 supporters for the program annually.
- Successful category winners will not receive their funding until the conclusion of the program.
Nomination Procedures
Nomination forms are available from Tuesday 1 January 2009, from:
- Recreation Department (Frankston City Council Operations Centre, Buna Avenue, Seaford)
- Council's Web site (www.frankston.vic.gov.au, under "Services A-Z, Parks and Leisure Services, Grants and Funding Assistance, Local Government Grants")
- Nominations must be completed and returned to Frankston City Council by the 31 March 2009.
