Road safety is a shared responsibility and Frankston City Council encourages all road users to take ownership of the issue in their local area, ensuring they use the road wisely and with concern for other people.

For immediate Police attandance, phone 000. The Hoon Hotline is a joint initiative of Frankston City Council and Victoria Police.
Implementation of the Road Safety Strategy focuses on three specific groups of activities:
- Education - targeting specific road users to remind and inform them of road rules, basic road safety issues and good driving, riding, cycling and pedestrian behaviour.
- Engineering - State Government funding sought for Black Spot sites and to apply best-practice engineering treatments to new and existing road networks. To establish safe access for all road users to facilities and services within Frankston City, and
- Enforcement - working with Victoria Police and the community in targeting high risk areas and behaviour within Frankston City.
The Strategy addresses a wide range of local safety issues for all road users, with particular emphasis on:
- Learner and young drivers - addressing the issues of learning in all road conditions, speed, alcohol, drugs and driver attention.
- Older road users - ensuring continued safe use of roads by older drivers and taking care of their needs as pedestrians.
- School children - providing safe conditions around schools and promoting safe walking and cycling behaviours on the way to and from school.
- Pre-school children and their parents - teaching safe behaviours early, and the reinforcement and encouragement of these behaviours by parents
