Corrections Victoria is a business unit of the Victorian Department of Justice.

The principal role of the Community Correctional Services (CCS) Division of Corrections Victoria is to manage offenders in the community, ensuring that orders made by the Courts, or the Adult Parole Board, are properly administered and managed. Offenders are managed according to the risk they present to the community and their offending behaviour needs. There is a dual focus on offenders making appropriate reparation to the community through community work, together with rehabilitation and reintegration into the community involving a range of programs.

The primary aim of CCS is to enhance community safety.

Frankston City Council has a working partnership with the Frankston office of Community Correctional Services through its shared goal of safer communities and civic pride. In 2004 and 2005 Frankston CCS and Frankston City Council was presented with a Department of Justice Community Work Partnership Award at the prestigious annual Corrections Victoria Community Work Partnership Awards in the category Local Council / Shire Initiative.

The partnership of Frankston City Council and Frankston CCS is beneficial in several ways:

  • It saves funds which can be used for other resources
  • It provides offenders with the opportunity to make reparation to the community
  • It reduces the chances of an offender re-offending by providing appropriate offending behaviour programs; and
  • It develops new skills for offenders which assists their reintegration back into the community.

Playgrounds, Parks and Reserves

Offenders managed by Frankston CCS have been undertaking community work in Frankston City Council parks and reserves for a number of years. This community work program helps to maintain clean, high quality, safe open spaces and playgrounds throughout the municipality and contributes to the implementation of Frankston City Council's Playground Strategy.

The work of offenders in these areas helps improve the perceptions by residents about local open spaces and playgrounds, and encourages their use of these areas. Some of the tasks performed in parks and reserves by offenders managed by Frankston CCS include collecting litter, spreading and raking mulch onto garden beds, safely collecting syringes, painting surfaces, weeding landscapes, and removing graffiti.

Fire Hydrant Program

The Fire Hydrant Program assists Frankston City Council in implementing its Municipal Fire Prevention Plan by identifying the city's water access plugs for repair and maintenance. This involves a small crew of offenders managed by Frankston CCS with a supervisor trained by council staff, manning a work trailer. Tasks performed by the offenders involve replacing posts, repainting posts, replacing plugs, painting plug covers, installing new reflectors, and installing new road reflectors.

Frankston City Council's New Driver's Kit

Frankston CCS has packed 9,000 New Driver's Kits for Frankston City Council's Community Safety Unit. The New Driver's Kits are constantly updated and improved so they will be collating thousands more. The New Driver's Kits containing information on car theft prevention and drink driving are distributed to drivers upon receiving their P plates.

Early Fire Safe Kit

Offenders managed by Frankston CCS have collated 2000 kits containing information about fire safety for new mothers. For further information on fire safety contact Council's Fire Prevention Officer on 9784 1888.

Frankston City Council's Graffiti Beautification Trailer

Offenders manged by FCCS will be operating Frankston City Council's graffiti removal trailer, which requires long-term dedication and specialist training. The trailer is equipped with high pressure cleaning equipment to remove graffiti from fences in reserves. All trailer staff are trained in risk management.

In addition to operating the trailer, offenders will be performing graffiti removal for Frankston City Council. Frankston CCS provides its own paint, representing cost saving to Frankston's Graffiti Management Program. Their first project will be the Frankston South Scout Hall, which it is hoped will be followed by the beautification of many more Scout Halls.

VicRoads Kits for New Drivers

Frankston CCS have packed 5000 kits for new drivers organised by Vic Roads. The kits are for secondary school students who are gaining, or who are eligible to gain their driver's licences. Offenders managed by Frankston CCS have packed and distributed about 3000 of these kits.
