Alcohol And Other Drugs


Frankston City Council is committed to managing a co-ordinated response to the issue of legal and illegal drugs in the community through the implementation of the Local Drug and Alcohol Action Plan.

Harm Minimisation

Underpinning Council's vision is the principle of harm minimisation, as articulated in the National Drug Strategic Framework. Harm minimisation aims to improve health, social and economic outcomes for the community and the individual. It encompasses a wide range of integrated approaches including:

  • Supply reduction strategies designed to disrupt the production and supply of illicit drugs
  • Demand reduction strategies aimed at preventing the uptake of harmful drug use
  • A range of targeted harm reduction strategies designed to reduce drug-related harm for individuals and communities.

Frankston Liquor Accord

The Frankston Liquor Accord is a forum for the liquor licensing police, Council and local licensed venue operators to discuss arising issues and remain informed about operational best practice.

Frankston Pharmacotherapy Accord

Frankston's Pharmacotherapy Accord is Australia's first. The accord facilitates communications between Council and local pharmacies dispensing pharmacotherapies.

Frankston Drink Safe Project

The Frankston Drink Safe project was initiated in June 2005 with funding from the Victorian Law Enforcement Drug Fund (VLEDF).

The project had four phases:

  1. Outreach to young people experiencing problems with the misuse of alcohol and other substances
  2. An "Alcohol - Community Responses" forum held in October 2005 to gain awareness of the local communities alcohol related concerns
  3. Educational Sessions by the Youth Substance Abuse Service (YSAS) outside local licensed venues over 2005-2006 summer seasons, which informed patrons of the risks associated with excessive consumption of alcohol and gave them some responsible drinking techniques
  4. Information and Training sessions in May 2005 to inform staff and managers of local businesses how to deal with challenging customers

The project was a huge success. Frankston City Council continued to fund relevant aspects of the project including the Information and Training sessions to inform staff and managers of local businesses how to deal with challenging customers and the Education Sessions held to inform patrons of local licensed venues about responsible drinking practices. The Ambassador Program has since encompassed the Information and Training sessions in their role. Frankston Council continues to fund annual education sessions.

Safe Taxi Rank

The Frankston Safe Taxi Rank was established in 1995 to provide a safe passage home for patrons of local licensed venues and provide viable transport options to discourage drink driving in the Frankston municipality. See the Safe Taxi Rank page link.

  • Health promotion activities such as Drug Action Week in June and community forums
  • Participation in the Frankston Safe City Liquor Industry Accord

For syringe collection in all locations including private property (with permission from the property owner) phone SHARPS 9781 1622 or the DHS Disposal HELP-LINE 1800 552 355, 24 hours a day, seven days a week.
