The Directory is an initiative of the Frankston Disability Advisory Committee, which provides advice to Frankston City Council on disability issues.

Aged Services

A range of services for the aged is provided by Council. The aim of Aged Services programs is to ensure people have adequate support to remain independent for as long as possible. These services are mainly targeted to provide assistance to the Frail Aged members of the community. 

Home and Community Care (HACC) Program

To be eligible for services within the Home and Community Care (HACC) Program, a person must be frail aged or have a disability. The disability must be moderate to severe and be assessed as a functional disability. Therefore it must interfere with the task of daily living, such as dressing, showering, preparing meals, shopping, and utilising public transport. Priority will be given to those clients who are at risk of residential care.

The HACC program is subsidised by the Federal, State and local governments. Fees are charged depending on the applicants income level.

HACC Services provided by Frankston City Council include: -

General Home Care

Services are provided to help residents with tasks such as domestic cleaning, washing and cooking. 

Personal Care

Specially trained staff can assist with a range of personal care tasks including meal preparation, showering, hair care and grooming. 

Meals on Wheels

The Meals on Wheels Service provides nourishing hot meals to recipients from Monday to Friday, and ensures regular social contact for older, frail, and residents. Frozen meals can also be provided for weekends and public holidays if requested. 

Frail Aged Social and Recreational Transportation Program

Frankston City Council has been providing a social and recreational support service to aged residents for approximately 15 years. A 20-seater bus collects and returns residents to their homes. 

Respite Care Program

This program is designed to assist carers who are responsible for the care of a frail aged person or a person with a disability. Assistance is provided to the recipient allowing the carer an opportunity to attend appointments or simply take a break. 

Home Maintenance

This service is aimed at ensuring safe and secure home environments for frail aged and people with a disability. Practical assistance with minor tasks, such as clearing gutters, fitting locks, replacing light globes, and installing aids and equipment to assist in maintaining independence and safety. 

Social Support Program

The Social Support Program offers individualised assistance to allow frail aged and people to access community, social and recreational opportunities.
Activities may include group meals, centre-based meals, shopping, concerts, medical/other appointments, hydrotherapy, library, garden support and assistance with pets. 

Tree Pruning Pick-Up Service

This service enables pensioners to apply for tree cuttings to be collected once per year. A pre-paid charge per pick-up applies.

Milpara Park Hostel

Milpara Park Aged Persons HostelThe aim of Milpara Park Aged Persons Hostel is to provide a level of care appropriate to the resident's needs which will enhance and support residents in maintaining their independence.

The Hostel provides self-contained units with provision for single people and married couples. All meals are provided by the hostel.

Residents are encouraged to continue their social links outside the hostel. Council provides a weekly bus service from the hostel to Karingal Shopping Centre.

Milpara Park Hostel is within easy walking distance to Frankston's main shopping complex. The hostel has an open door policy, family and friends are encouraged and welcome to visit at any time.
