Open Space Strategy
Open Space is defined as land set aside as an open area for the purposes of leisure and nature conservation.
Quality public open space that is well located and well developed positively contributes to urban amenity as well as the health and wellbeing, social, environmental and economic sustainability of the community.
Frankston City Council is currently developing a new Public Open Space Strategy that will replace the 2002 Open Space Strategy.
The overall objective for the Frankston City Open Space Strategy is to provide a framework to guide the planning, development, provision and management of Public Open Space within the Municipality.
Community and key stakeholder consultation is an important component of the development of this Strategy.
Community Consultation from the Frankston 2025 project has been used to comment on community expectation and demand for Open Space. Some of the priority areas highlighted through the Frankston 2025 document include:
- Open Space Connections- improved public transport system, safe and connected pedestrian and bike paths, linking of the Waterfront to the CAD and other Recreation facilities
- Attractiveness / Quality / Design
- Sport / Recreation / Physical Activity
- Accessibility - quality open spaces accessible to all
- Cultural Heritage and Interpretation
- Healthy and Sustainable Environment
- Natural Environment
- Meeting / Gathering Spaces
- Safety
- Economics and Tourism
Other forms of Community Consultation that have been completed to inform the Strategy include:
- A Park User Intercept Survey completed by Integrated Open Space Services (IOSS) surveyed 25 locations over varied time intervals with over 600 respondents
- A Non Park User Telephone Survey collected data from 250 respondents
- A Primary School Aged Children Postcard Competition
- Youth Workshop (ages 13-17 years)
