  • Guidelines For Subdivisional, Multi-Dwelling and Industrial Developments

    The following Guidelines have been prepared by the Frankston City Council Infrastructure Department to facilitate the preparation of engineering construction plans for new subdivisions and private developments within the Municipality of Frankston. It is intended that these Guidelines will provide the basis for information to be included in plans required to be lodged with Council for approval to comply with the Planning Approval process.

  • Contractor Registration and Pre-qualification Scheme
    Contractors wishing to tender or quote for Infrastructure Works within certain value limits must first become registered and pre-qualified to do so
  • Probity and Fairness 
    Council is committed to fairness in all its dealings with Contractors
    It is possible that a Contractor or other people involved in contracting processes may become aware of, or have information indicating fraudulent or unfair activity in relation to tender processes.  Contractors may feel reluctant to report suspected fraud, or behaviour that is intimidatory or grossly unfair, for fear of repercussions affecting their future business dealings with Council.

If these circumstances arise, Contractors are requested to contact Council's Internal Audit Unit on 9784 1913 or 9784 1083.  This Unit is not involved at operational level with contracts. 

Alternatively, Contractors may call the FAIRCALL hotline number 1800 500 965.  This is a national toll-free independent service provided to Council (and other clients) by KPMG, to take anonymous calls on all types of illegal, improper or unethical behaviour.  KPMG is a large consulting company specialising in accounting and management advisory services.  KPMG will not ask for or record details of the caller, unless the caller expresses that they do require their details to be retained by KPMG or forwarded to Frankston City.
