Between February and March 2004, Frankston City Council conducted its Council Plan 2004-2008 Community Consultation Program, inviting input from residents, special interest groups and staff about their aspirations for the municipality.

On 15 June, Frankston City Council formally adopted Council Plan 2004-2008.

Council would like to thank all residents, special interest groups and staff for their support, contribution and participation.

The Council Plan 2004-2008 was submitted to the Minister for Local Government, The Honourable Candy Broad MP, on 30 June 2004, and the final version was published on Council's Web site in late July 2004. 

A summary of the Council Plan 2004-2008 was be delivered to homes throughout the municipality from late July / early August 2004. Copies were also made available from Council outlets.
