Meetings
Frankston City Council holds two (2) different types of meetings:
- Ordinary Meetings -- General Business, and Planning & Submissions Meetings
- Special Meetings
Meetings are conducted in accordance with Council's Meeting Procedure Local Law No. 1.
The meeting timetable is set for 12 months in advance in December each year.
The Agenda for each Council meeting is made available on Council's website approximately four days prior to the meeting. A hard copy of the Agenda may also be collected from the Council offices prior to the meeting, or from the public gallery at the commencement of the meeting, if required.
The Minutes from each Council meeting are also made available on Council's website approximately one week following the meeting.

How Meetings Work?
Ordinary Meetings
Ordinary Meetings are held on the 4th Tuesday of each month at 7.00 p.m. A typical meeting agenda includes:
- Confirmation of Minutes of the Previous Meeting
- Apologies and leave of absence
- Disclosures of Interest and Declarations of Conflict of Interest
- Public Question Time and Hearing of Submissions
- Presentations / Awards
- Petitions and Joint Letters
- General Business
Meetings are open to the public, unless Council resolves to go "into camera" at which point, the meeting will be closed to the public. Closed Council Meetings deal with matters of a confidential "in camera" nature, including the letting of contracts and other confidential matters which may prejudice Council or any other person.
Planning and Submissions Meetings
Planning and Submissions Meetings are held on the second Monday of each month at 7pm. A typical meeting agenda includes:
- Town Planning matters
- Other matters as required
Meetings are open to the public, unless Council resolves to go "into camera" at which point, the meeting will be closed to the public. Closed Council Meetings deal with matters of a confidential "in camera" nature, including the letting of contracts and other confidential matters which may prejudice Council or any other person.
Special Meetings
Special Meetings are held "as required". A Special Meeting must be called by either the Mayor or three (3) Councillors. The Mayor or Councillors requesting the Special Meeting must state the business to be conducted at the meeting and propose a meeting date and time.
Question Time
A Public Question Time is held at each Ordinary Meeting. Question Time enables members of the public to submit questions to Council prior to the meeting.
At the Meeting, the Mayor or the Chief Executive Officer reads out Questions On Notice (these Questions were submitted prior to noon on the Monday preceding the meeting).

Next, the Mayor or Chief Executive Officer reads out Questions Without Notice submitted on the Question Time Forms which have been placed into the Question Time Box prior to commencement of the meeting. The relevant General Manager gives verbal responses to the questions where possible. Where it is not possible to give answers at the time, the question is taken on notice and a written response will be supplied to the resident.
A maximum of three (3) questions will be permitted per resident per meeting (This includes Questions received On Notice or Without Notice.)

Submissions at Council Meetings
An opportunity also exists for residents to present a verbal submission to the Council on issues being considered on the current Council Agenda, before Council deliberation.
Please note:
- The hearing of submissions for an Ordinary Meeting of Council are heard on the Monday prior to the Tuesday meeting at 7pm.
- The hearing of submissions for a Planning & Submissions Meeting of Council are heard on the same night as the Monday meeting at 7pm.

Submitting a Petition to Council
Rules of Attending
Residents and interested persons are encouraged to attend Council meetings. Public seating is provided in the gallery in the Council Chamber.
There are opportunities for public participation in the meetings during Public Question Time and Submission Time. At other times, it is expected that members of the public will listen quietly and refrain from interrupting the meeting.
