What are my Ward and Councillor Details?
Frankston City has seven Councillors covering seven wards. Councillors are elected for a three year term, and the mayor is elected annually by the Councillors. Please go to Councillor Information for more details.
At what age does a dog or cat have to be registered and how do I pay the registration fee?
Frankston City Council requires that all dogs and cats resident within the municipality be registered after they turn three (3) months of age. First time registrations need to fill out an application form (Acrobat PDF file - 27 KB) and fees must be paid prior to 10 April each year. Payments can be made at any of the Customer Service Centres or mailed to PO Box 490 Frankston 3199, and future registrations can then also be paid via the Internet. Why wasn't my bin emptied?
As the collection vehicles have a driver-only mechanical lifting arm, the bins need to be within easy reach. Some of the reasons your bin may not have been emptied are:
- The bin was facing the wrong direction, the wheels need to face the house or property and not the kerb or roadside
- The bin is too close to trees or light poles
- The bin is placed too close to a parked car
What if my bin is stolen?
In the case of stolen bins the owner or tenant is to fill in a Statutory Declaration and pass it on to a Customer Service Centre. The request will be forward to the Garbage contractor who will provide a replacement bin.
I have changed residence and there is no bin on the existing property?
(Does not include brand new dwelling/property)

How do I order a Green Waste bin?
Complete a Green Waste Collection Service (Acrobat PDF file - 13 KB) form and make a payment by cash, cheque or credit card at one of the Customer Service Centres.
How do I order a new Rubbish or Recycle bin?
Complete a Rubbish/Recycle Collection Service (Acrobat PDF file - 15 KB) form and make a payment by cash, cheque or credit card at one of the Customer Service Centres .
How do I Change the size of my bin or get an additional bin?
Complete a Change of Size and/or Additional Bin (Acrobat PDF file - 14 KB) form and make a payment by cash, cheque or credit card at one of the Customer Service Centres .
When is the Hard Waste Collection?
There is no provision for a regular hard waste collection but Frankston City does provide an On-Call Hard Waste Collection at a cost of $30.00 per cubic metre. You can contact Council on 9784 1888 to book a collection or visit the Waste and Recyclables section on our web site for more information.
What happens if my rates payment is overdue?
If you are unable to pay your rates by the due date contact Council's Rates and Valuations department on 9784 1858 to arrange an acceptable rate payment plan. Interest is charged on overdue accounts. For more information go to the Rates and Valuations section on our web site.
What do I do about a tree that has fallen on my footpath?
Contact Frankston City Council on 9784 1888 and provide the following information:
- The address of the property concerned;
- A contact phone number
- Whether it is private property, a reserve etc;
- Is it causing immediate danger;
- An estimate of the size of the tree;
How do I lodge a complaint about a parking fine?
Fill in a Parking Infingement Enquiry (Acrobat PDF file - 15 KB) form or put your enquiry in writing and include the parking infringement number, vehicle registration number, your name, address and a contact phone number and forward it to the Safer City Centre, 66 Young Street, Frankston 3199.
Who can assist with a neighbourhood dispute in relation to a fence?
Fencing of private property, including front fences are the responsibility of the property owners. If there is a dispute between neighbours in relation to this you can contact the Dispute Settlement Centre of Victoria and they can assist in resolving the issue.
